Compass – A state of anticipation and a stream of speculation surrounds the holding of the five-year summit in Aqaba, today, Sunday, to discuss a US security plan to reduce tension in the occupied West Bank before the month of Ramadan.
In addition to Jordan, representatives of the Palestinian Authority, the Israeli entity, the United States and Egypt will participate in the summit, in light of the intense tension in the occupied West Bank, including the city of East Jerusalem.
Political analysts agreed, in separate conversations with Anadolu Agency, that the Aqaba security summit will not lead to tangible results, but rather aims to provide calm during Ramadan (less than a month away).
However, under its current extreme right-wing government, “Israel” will not abide by the results of the summit, nor will it stop the settlements and settlers’ incursions into Al-Aqsa Mosque and the storming of Palestinian cities, according to analysts.
On Saturday, Al-Mamlaka TV quoted a source, who described it as an insider, saying, “Jordan will host a Palestinian-Israeli political and security meeting on Sunday in the southern city of Aqaba, to discuss the situation in the Palestinian territories.”
An informed Palestinian source, who asked not to be named, told Anadolu Agency that the Palestinian leadership decided on Friday evening in favor of participating in the meeting, “after obtaining assurances to stop the Israeli escalation and stop the occupation’s crimes.”
The Hebrew newspaper, Yedioth Ahronoth, reported that the summit “is expected to discuss the American plan to reduce tensions in the West Bank and end armed resistance there.”
For years, the month of Ramadan has witnessed an escalation of tension due to Israeli restrictions and aggression against worshipers in Al-Aqsa Mosque and Jerusalem, in addition to settlers’ incursions into the mosque under the protection of the Israeli occupation police.
Intangible results
The director of the Al-Quds Center for Studies affiliated to Al-Quds University, Ahmed Rafiq Awad, ruled out that the Aqaba summit would produce any tangible results on the ground.
Awad justified his opinion by saying to Anadolu Agency that “Israel does not respect its commitments, and blew up a few days ago commitments it reached with the Palestinian Authority and the United States, and stormed Nablus, killing 11 Palestinians and wounding 100.”
In addition, “the current Israeli government, because of its composition and ideology, will not give the Palestinian Authority anything, as it does not respect the authority, does not value it, and desires to weaken, impoverish and embarrass it,” according to Awad.
On December 29, the Israeli Knesset gave confidence to a new government headed by Benjamin Netanyahu, described as “the most right-wing in the history of Israel,” especially in terms of its anti-Palestinian policies.
Awad continued: “There is no guarantee of the results of the meeting, as America has proven that it is supportive of Israel, and the Arab parties cannot give guarantees to the Palestinian Authority, and therefore the summit will not lead to results, and if there are results, they will be vague and will not be respected in the first place.”
He went on to say, “The results of the summit will be vague and vague promises that have no guarantor. Israel will not undertake to stop settlements or storming into Palestinian cities, nor will it stop storming Al-Aqsa Mosque.”
Since April 2014, negotiations between the Palestinian and Israeli sides have stalled due to Tel Aviv’s refusal to stop settlement activity and release a batch of Palestinian detainees, in addition to its disavowal of the principle of the two-state solution (Palestinian and Israeli).
And if there is something that Israel can commit to, according to Awad, “it is temporary during the month of Ramadan; Because Israel wants calm during Ramadan, and therefore this summit serves Israel more than it serves the Palestinians.

Agreeing with Awad, political science professor at An-Najah National University, Othman Othman, suggested that the results of the summit would not be in favor of the Palestinians, despite all attempts to market this.
Othman told Anadolu Agency that “Israel will not abide by any outputs from the summit. It will not, under the current government, abide by stopping settlement activity, as the moderate governments in Israel have not stopped settlement activity.”
Othman considered that “the aim of this summit is to strike at the armed resistance in Jenin and Nablus (in the northern West Bank) and to curb it before the month of Ramadan.”
And Palestinian factions, including factions in the Liberation Organization, expressed their refusal to share power in the Aqaba summit.
Othman considered that the participation of the Palestinian delegation confirms that there is no definitive Palestinian sovereign decision, and that the authority belongs to either the United States and Israel or the Arab system that is called “moderate”, and revolves in the orbit of the United States, such as Egypt, Saudi Arabia and Jordan.
The decision to participate, according to Othman, was taken unilaterally by President Mahmoud Abbas, and it is a decision that contradicts the orientations of the Palestinian people and the escalating popular uprising.
No Israeli obligations
In turn, Ismat Mansour, a specialist in Israeli affairs, said that what brought these parties together at this time is their fear of an explosive situation with the approach of Ramadan.
Mansour added to Anatolia that this summit came to put pressure on the Palestinian Authority to tame it, and to fit in with the current right-wing Israeli government and meet all the security requirements of Israel and keep the situation as it is, in the hope that Ramadan will pass quietly, and after that for every recent incident.
Regarding the expected timeframe for this security plan, he considered it short, and Israel would deal with it selectively and without seriousness and without committing itself to clear formulas, such as saying: Reducing the incursions, and this is subject to interpretation without a clear reference to stopping the incursions.
He added that Israel considers that the summit does not belong to it, but to the Palestinian Authority and its maintenance of security in its regions, as if this matter does not concern Israel so that it does not make commitments in return for that.
In agreement with Awad and Othman, Mansour concluded that Israel will not make commitments to provide facilities to the Authority and stop settlements and incursions under the current government.. Israel will not present anything at the summit, and at the same time this summit will not stop the armed formations in the West Bank.
