Proposals from the “Reform Committee” for full local governance through developmental regional councils in 2034

According to the former Minister of Local Administration, Engineer Walid Al-Masry, who chairs the Local Administration Committee in the Royal Committee for the Modernization of the Political System, the committee proposed reaching full local governance by 2034 through the presence of developmental regional councils.

He added in his speech to the Voice of the Kingdom program on Thursday evening, that this is represented by the presence of developmental regional councils, not geographic, so that powers are transferred from the center, and the internal and external government, security, armed forces, budget and general, and the rest is transferred and implemented by the regional councils and executive directors.

He added that the plan includes gradually strengthening the municipalities and the provincial councils (2026-2030), then moving to the regional councils if they succeed, qualify and train, and transfer knowledge and competence to them.

Al-Masry revealed that the Local Administration Committee recommended the amendment of 15 legislation, including the Public Administration Law to enable the transfer of powers and the appointment of general executives who take over the powers, amending the systems of all ministries, establishing the powers of the Director of Works and Health in each governorate, and updating and amending the land use system.

On the other hand, Al-Masry expects the upcoming local elections to be held in accordance with the draft local administration law that is currently in the National Assembly, and during the term of the councils 2022-2026, the legislation will be amended if the recommendations are taken into account.
