Ammon newspaper: With a budget of 30 million dollars…an agreement between ISESCO, Azerbaijan and Syria to rehabilitate 100 schools

Ammon – As an embodiment of the bonds of brotherhood that connect the East of the Islamic world with its West, the Islamic World Educational, Scientific and Cultural Organization (ISESCO), with the Ministry of Science and Education of the Republic of Azerbaijan, and the Ministry of Education of the Syrian Arab Republic, signed a promising tripartite strategic partnership agreement, with the aim of rehabilitating 100 damaged schools and establishing 10 new educational facilities in Syria with a total budget of 30 million dollars, within the framework of supporting the recovery efforts of the Syrian state.
The agreement was signed on Tuesday, February 17, 2026, at the organization’s headquarters in Rabat, by Dr. Salem bin Muhammad al-Malik, Director-General of ISESCO, Mr. Emin Amrolayev, Minister of Science and Education of Azerbaijan, and Dr. Muhammad Abd al-Rahman Turku, Syrian Minister of Education and Chairman of the National Commission for Education, Science and Culture.
The agreement signing ceremony began with a speech by Dr. Al-Malik, in which he stressed that this occasion embodies the spirit of sincere cooperation, and reflects a joint commitment to generous support for rebuilding Syrian schools, and consolidating a partnership that places education at the heart of development, directing sincere appreciation to His Excellency Ilham Aliyev, President of the Republic of Azerbaijan, and to the Azerbaijani government, for this generous initiative that expresses a firm awareness of the value of education and its impact on the stability of societies and shaping the future.
The Director-General of ISESCO indicated that Syria is moving with a firm will to rehabilitate its educational institutions and enhance their readiness to serve future generations, especially after the severe damage to more than seven thousand schools. He praised the Syrian national efforts, under the leadership of His Excellency President Ahmed Al-Sharaa, and the contributions of brotherly and friendly countries supporting these efforts, first and foremost the Kingdom of Saudi Arabia and the Republic of Azerbaijan, in addition to the support provided by a number of international organizations concerned with educational development.
For his part, Mr. Amrolayev stressed that ISESCO and the Azerbaijani Ministry of Science and Education have a close cooperation relationship based on mutual trust, explaining that the signed partnership agreement embodies the joint commitment to advancing education, disseminating knowledge and achieving sustainable development, as supporting Syria in strengthening its educational infrastructure falls within his country’s firm belief that education is the driving force for development and social progress.
In turn, Dr. Muhammad Abdel Rahman Turko expressed his deep appreciation for ISESCO, describing it as a civilizational edifice that carries the message of the culture of the Islamic world, praising the organization’s tireless efforts in serving educational issues.
The Syrian Minister expressed his great gratitude to the Republic of Azerbaijan, the government and people, for its noble support, which embodies the highest meanings of Islamic solidarity and human solidarity, reaffirming his country’s firm belief that education is the key to sustainable development and the true bridge to cross toward a new Syria.
The agreement, which extends until December 31, 2030, stipulates the building of a strategic partnership between its three parties, as Azerbaijan undertakes the financing process, while ISESCO supervises the implementation of the terms of the agreement in cooperation with the relevant Syrian authorities, with the aim of pumping new blood into the education artery by rehabilitating its infrastructure and developing its institutions.
