Ammon Newspaper: The Digital Cooperation Organization concludes the work of the fifth session of its General Assembly

Amman – The Digital Cooperation Organization concluded the work of the fifth session of its General Assembly, where member states adopted the Kuwait Declaration on Responsible Artificial Intelligence for Global Digital Prosperity, and also agreed on practical measures to enable a comprehensive, reliable and scalable digital transformation in the era of artificial intelligence.

The Declaration recognizes the potential of artificial intelligence to drive productivity, enhance competitiveness, and improve public service delivery mechanisms, while at the same time emphasizing the need for ethical governance to address risks associated with inequality, bias, privacy, and security.

The announcement confirms the Digital Cooperation Organization’s mission of enabling digital prosperity for all, within the framework of the organization’s four-year agenda (2025–2028).

Member States have approved key policy and implementation frameworks aimed at accelerating trusted digital growth, including the Model Agreement for the Digital Economy, as well as the adoption of tools that enable reliable and secure cross-border data flows.

The work of the General Assembly was held last Wednesday and Thursday, under the presidency of the State of Kuwait, with the participation of ministers and representatives of member states of the Digital Cooperation Organization, along with observers, partners and invited countries, in order to review what has been achieved within the organization’s agenda for the years (2025-2028), take joint decisions on multilateral initiatives, and transform the common ambition in the field of artificial intelligence into coordinated executive programs on the ground.

The meeting also witnessed tangible progress in a number of pioneering initiatives, including measuring the digital economy, data sovereignty, regulating startup ecosystems, digital government solutions, facilitating investment, ethical artificial intelligence frameworks, and readiness to adopt artificial intelligence technologies, in addition to supporting micro, small and medium enterprises led by women, enhancing digital skills, internet safety, and cooperation in the field of electronic waste management, which reflects a clear focus on achieving measurable results and scalable impact.

During the work of the General Assembly, it was announced that Saudi Arabia would assume the presidency of the Council of the Digital Cooperation Organization for the year 2027, in addition to the formation of the Executive Council headed by the Kingdom and the membership of the Republic of Ghana, the Republic of Rwanda, the Republic of Djibouti, the Islamic Republic of Pakistan, the State of Kuwait, and the Kingdom of Morocco.

Member states agreed to further develop the Digital Economy Maturity Scale as a comprehensive platform for economic insights, aimed at supporting policy reform efforts, identifying investment priorities, and enhancing cross-border cooperation.

Member states decided to take coordinated actions to strengthen trustworthy digital foundations, including making progress in enhancing the integrity of digital content and launching the Digital Cooperation Organization’s campaign to combat online disinformation.

This came in parallel with enhancing the support provided to emerging companies, expanding the scope of investments, and raising the level of readiness to adopt artificial intelligence technologies, through the (STRIDE) system that supports digital entrepreneurship, the digital foreign direct investment initiative, in addition to tools for enhancing readiness to adopt artificial intelligence technologies and ethical governance frameworks, and the (WE-Elevate) initiative aimed at empowering women-led enterprises.

Member states also renewed their commitment to developing skills, enhancing online safety, and sustainability, by adopting the next phase of the (Skills Universe) initiative, renewing efforts to protect children and youth online, and enhancing cooperation in the field of electronic waste management, in addition to strengthening global presence and strengthening multilateral partnerships, including expanding cooperation across the United Nations system and other multilateral organizations, and deepening South-South cooperation and triangular cooperation.

The General Assembly approved the transfer of the presidency of the Digital Cooperation Organization from the State of Kuwait to Pakistan for the year 2026, and this was accompanied by the announcement that the next General Assembly of the organization will be held in Pakistan during the first quarter of 2027.

Looking to the next stage, member states considered 2026 to be the year to consolidate results and accelerate the pace of work, through progress in supporting responsible artificial intelligence paths, strengthening reliable digital foundations, developing cross-border digital cooperation, in addition to comprehensive skills development and achieving sustainable digital growth.

Also on the sidelines of the General Assembly’s work, the International Digital Cooperation Forum (IDCF) was held, which brought together the most prominent policymakers, business leaders and experts, within a distinguished program of specialized sessions and discussions, focused on advancing practical cooperation on priority issues that shape the features of the global digital economy, including artificial intelligence and emerging technologies.

It is noteworthy that the Digital Cooperation Organization is the first independent intergovernmental organization in the world that focuses on accelerating the building of a comprehensive and sustainable digital economy, and brings together the ministries of communications and information technology in 16 countries that together represent more than 3.5 trillion dollars in gross domestic product, and more than 800 million people, 70 percent of whom are young people under the age of 35 years.
