The results of the report of the Al-Hayat Center – Monitor to monitor government performance, two years after the formation of the government of Bishr Al-Khasawneh, showed that it has committed to 239 commitments within its indicative and economic program (2021-2023), of which 28% have been completed and 54% are being implemented.
The results added that 18% of these commitments had not been implemented.
She indicated that the government has committed to 160 commitments within the government’s economic work priorities program (2021-2023), of which 33% have been completed, 18% have not started, while the percentage of ongoing commitments has reached 49%.
The results added that the government has committed 79 commitments within the government’s indicative executive program (2021-2024), of which 20% have been completed, 18% have not started, and 62% of the commitments are being implemented.
Monitor indicated that he relied his methodology on the method of scientific research based on evidence to measure the fulfillment of the commitments made by the government in its published plans.
In the same context, the report included a tracking of commitments linked to a time frame within the government’s economic work priorities program, to show that 43% of the commitments that have expired have been completed, while 47% of the commitments that have expired are being implemented, and 10% of them have not started.
He pointed out that out of 5% of the commitments whose time period has not expired, they have been completed, 57% are being implemented, and 38% have not started yet.
With regard to the decisions issued by the Khasawneh government, a total of 703 decisions were taken within two years of its formation, and the analysis of the decisions showed that the administrative axis was the highest with a percentage of 26.3%, followed by the financial and economic axis with 25.7% of the total decisions, then the legislative axis with a percentage of 24.6%, and 10.2% of decisions were related to development and services, 9.8% of decisions came to appointments, and 3.4% to international agreements and treaties.
Appointments to leadership positions issued by the Council of Ministers amounted to 69 decisions within two years, 90 people were appointed under these decisions, bearing in mind that the appointments that were approved are appointments to leadership positions, as 18 Secretary-Generals were appointed, and 16 people were appointed to the position of Director-General, and the formation of And re-formation of boards of commissioners and management, where 23 people were appointed in them, and in the position of CEO or chairman of the board, 6 people were appointed, and 4 in the position of an ambassador, knowing that they held positions outside the Ministry of Foreign Affairs before their appointment, and a governor of the Central Bank, a trustee of Oman, and an agent-general for the administration were appointed. State issues, and 20 people were appointed as members of boards of directors, commission and independent bodies.
The report preparation team tracked all the activities of members of the Khasawneh government during the two years, as the total field and office activities amounted to 4852 activities, and 134 field activities were monitored for the Prime Minister, and the most ministers implementing field activities were the Minister of Agriculture with 211 field activities, followed by the Minister of Culture with 191 activities In the field, the Minister of Tourism and Antiquities with 178 field activities, the Minister of Local Administration and Political and Parliamentary Affairs with 176 activities, followed by the Minister of Youth with 153 activities, then the Minister of Social Development with 151 activities, noting that the methodology of preparing the report excluded the Minister of Foreign Affairs and Ministers of State from the enumeration of activities, and the report showed The number of trips of members of the Khasawneh government during the period 10/12/2020 until 11/10/2022 amounted to 248 trips.
TActing Ministers with Parliament
With regard to the government team’s interaction with Parliamentary oversight, the report team worked on tracking parliamentary questions during the first regular session, and it was found that the ministers receiving the most questions were the Minister of Health with 84 questions, followed by the Minister of Finance with 76 questions, then the Minister of Water and Irrigation with 66 questions, and the Minister of Industry and Commerce with 49 questions. In the same context, it was found that the Minister of Finance had the highest number of unanswered questions, with 18 out of 74 questions, followed by the Minister of Health, who did not respond to 16 out of 84 questions.

The report included a comprehensive survey of the views of MPs on the performance of the Khasawneh government during two years, where 113 female parliamentarians responded, 3 MPs abstained from answering, and 12 female parliamentarians were not reached, and the parliament speaker and parliament member, Hassan al-Riyati, were excluded.
The results showed that 8% of the deputies believe that the ministerial team was able to assume its responsibilities and fulfill its obligations to a great extent, while 48.7% of the deputies believe that it was moderately capable, and the percentage of those who see it as weakly capable, 28.3%, and the percentage of those who see it as weakly capable. They see it was able to a limited 15%.
The results showed that 14.2 percent of the parliamentarians believe that the government is leaving, while 85.8 percent of the parliamentarians believe that the government will remain, as 62.8 percent of the parliamentarians believe that an extensive amendment will be made to the government, while 15 percent believe that a limited amendment will be made. The government, and 8% believe that there will be no amendment or change to the government, while 14.2% of MPs believe that the government is leaving.
On the MPs’ satisfaction with the governmental follow-up and coordination with the House of Representatives during two years, 9.7% of the MPs said that they were highly satisfied, 30.2% were moderately satisfied, and 26.5 percent of the MPs said they were weakly satisfied, while the percentage of MPs was dissatisfied. Regarding the extent of government follow-up and coordination, it is 33.6%.
With regard to the state of freedoms and human rights, it was found that 15% are highly satisfied and 55.8% are moderately satisfied, while the percentage of deputies who are weakly satisfied was 14.2%, and 15% of the deputies are dissatisfied.
As for the MPs’ satisfaction with the government’s handling of the political reform file, it was found that the percentage of those who are largely satisfied is 23%, while the percentage of those who are moderately satisfied is 33.6%, and 23.9% are weakly satisfied, and 19.5% are not satisfied.
With regard to the government’s dealings with political parties, 17.7% of the representatives said that they were highly satisfied, 38.1% were moderately satisfied, while 21.2 percent said they were weakly satisfied, and 23% said they were not satisfied with the government’s dealings with the parties. political.

Regarding the views of the deputies about the government’s handling of the crises and challenges it has faced, 18.6% of the deputies said that the government was highly capable, while 43.4 percent said it was moderately capable, and 20.3% said it was weakly capable. And 17.7% said that it was able to a limited extent, and with regard to the file of employment and unemployment, it was found that 2.7% of the deputies are highly satisfied, 12.4% are moderately satisfied, and 38.9% of them are weakly satisfied, and 46% of the deputies said They are not satisfied.
With regard to the issue of agriculture and food security, it was found that 11.5 percent are highly satisfied, 37.2 percent are moderately satisfied, 27.4 percent are weakly satisfied, and 23.9 percent are dissatisfied.
With regard to government communication with citizens, 4.4% of the parliamentarians said that they are highly satisfied, 32.7 percent are moderately satisfied, and 29.2% are weakly satisfied, while 33.7 percent of the deputies are dissatisfied.
As for the parliamentarians’ assessment of the government regarding its practice of transparency and making information available to citizens, 8% of the deputies said that the government practiced it to a great extent, and those who saw it practiced it in an average manner, 38.9%, while 39.8% believed that it practiced it weakly, and 13.3% saw it. She did not exercise.
Regarding the parliamentarians’ satisfaction with the government’s role in promoting peace and social cohesion, 18.6% of the deputies said that they are highly satisfied, and the percentage of those who are moderately satisfied is 38.9%, while 26.6% of the deputies evaluated their satisfaction as weak, and 15.9% are not satisfied. .
23.9 percent of the MPs said that they are highly satisfied with the legislation presented by the government to Parliament, while the percentage of those who are satisfied was an average of 53.1%, and the percentage of MPs who were weakly satisfied with the legislation presented by the government was 13.3%, while the percentage of those who were dissatisfied was 13.3 percent. 9.7%.
Director of Al-Hayat Center – Rased Amer Bani Amer said that this report presented by Rased comes within the framework of consolidating the concept of social accountability and strengthening the approach of independent monitoring of government performance.
Bani Amer indicated that the report included a comprehensive survey on the opinions of parliamentarians towards the government, to which 90% of female parliamentarians and parliamentarians responded, with the exception of the parliament speaker and the parliament member whose membership has been suspended.
In the context of his talk about the comprehensive survey methodology, he said that the use of the descriptive analytical method was adopted, which is a multivariate statistical analysis method and is widely used in behavioral sciences to analyze relationships, and involves a combination of factor analysis and multiple regression analysis, and this makes the methodology very flexible and comprehensive.
