The insurance and social protection expert, media and human rights lawyer, Musa Al-Subaihi, said that the proposed health insurance scenario of the guarantee places the burden of cost and financing on workers and retirees alone, while exempting employers and the government from any contribution to the financing, and provides health insurance for hospital treatment only, and thus it contradicts an organized agreement International Labor No. (102) to which Jordan has signed, which stresses the need to finance social security plans and insurances through contributions between the various parties, and that the share of workers should not exceed 50% of the total resources allocated to protection, including the cost of management, which must be the contribution of employers Labor and the government in financing social health insurance, for example, on the basis of a fair and balanced distribution of the burden of funding between workers, employers and the government.

Al-Subaihi indicated in his Facebook post on Tuesday that the ILO standards stipulate that the benefits package should be comprehensive and cover the minimum:

1) General medicine, i.e. specialized care in hospitals for patients inside and outside the hospital, and specialized care also available outside hospitals.
2) Basic pharmaceutical preparations.
3) Admission to hospital when necessary.
4) in the case of pregnancy, childbirth and their offspring: antenatal, childbirth and postpartum care either by general practitioners or qualified midwives; and hospitalization when necessary (Convention No. 102, Article 10).

In addition, the care provided must be provided in order to maintain or improve the health of the insured and his ability to work and to meet the preventive, curative and rehabilitative services he needs.

He continued, that the International Labor Organization says in a technical note that it previously touched on health insurance, the proposed guarantee that while outpatient care in public facilities (Ministry of Health) is greatly subsidized in Jordan, it is not provided for free and may lead to financial difficulties. For patients with chronic diseases, in addition, free ambulatory care (especially primary care) is generally recommended from a public health perspective; Because primary care is key to disease prevention, for cost containment purposes and as a primary defense mechanism.

He noted that it is important to ensure that all social health protection mechanisms contribute to effective access to a comprehensive range of services across different levels of care. If different levels of care are covered by different mechanisms and schemes.

Al-Subaihi concluded, in light of all of the above, we find that the health insurance scenario proposed by the Insurance Corporation is far from international standards, even at their minimum, and does not achieve the desired goal.
