Hala News – Minister of State for Public Sector Development, Engineer Badriya Al-Bilbisi, said that the establishment of the Jordanian Academy of Government Administration came in line with the requirements of the modern state, the acceleration of global digital transformation programs, and national priorities in advanced technology, ensuring that government capacity building is aligned with trends in digitization, data, artificial intelligence, and the knowledge economy, and is consistent with the priorities and objectives of the second executive program of the public sector modernization roadmap (2026-2029).
Al-Bilbisi added in statements to the Jordanian News Agency (Petra) that the establishment of the academy, which the Council of Ministers approved the reasons for its draft system yesterday, Tuesday, and is considered the legal and practical successor to the Institute of Public Administration, aims to develop a modern and flexible system for building government capabilities, based on enhancing competencies and skills in keeping with global trends, establishing a flexible system for learning, expanding access to training, and ensuring the sustainability of professional development through cumulative paths that contribute to developing the leadership, administrative, technical and behavioral competencies of employees. Public sector.
She indicated that the academy system project aims to unify national frameworks and standards for accrediting curricula, programs, educational technologies, and training service providers to government agencies, reducing duplication, raising spending efficiency, and developing digital learning and blended learning.
She indicated that the academy will move from a model of dispersed training courses to an integrated national system for capacity building, linked to professional paths and modernization priorities, so that it will be a lever for developing government work and raising its efficiency, and building national capabilities capable of lifelong learning, to enable employees to develop their skills and knowledge throughout their career path, thus strengthening Jordan’s position as a reliable regional partner in modern government administration.
She pointed out that the academy adopted a participatory model between the government, universities, and the private sector. It enables Jordanian companies to provide innovative educational solutions, and qualifies them to compete in regional and international markets, thus enhancing the knowledge economy and making investment in government human capital a national project with a direct impact on the performance of the country and the economy.
Regarding the administrative arrangements for the transition from the Institute of Public Administration to the Academy, Al-Bilbisi confirmed that the establishment of the Academy within the framework of the structural transformation of the role and function of the Institute does not entail any prejudice to the rights of its employees, indicating that the employees’ capabilities will be evaluated in light of the nature of the Academy’s work and its requirements, and they will be placed in positions that suit their experiences and competencies inside or outside the Academy, in addition to providing professional development and training opportunities for those who possess the minimum necessary requirements, in a way that ensures the alignment of their capabilities with the new roles within the developed institutional framework.
She confirmed that dealing with the conditions of the institute’s employees will be conducted in accordance with the provisions of the human resources management system in the public sector, as a ministerial committee will be formed based on Article (143) of the system, to undertake a comprehensive study of the reality of its employees, explaining that this procedure comes within an organized institutional approach, aimed at protecting the rights of employees, benefiting from their expertise, and enhancing the efficiency of government administration, and in a manner consistent with the goals of modernizing the public sector.
