Does a strong state fine… before it gets justice?! | The Book of Ammon

Which is more important… a limit of God’s limits… or the implementation of a law?!… I wanted to start with this question… it is not a provocation of religion… nor a rebellion against the state… but rather a cry of reason searching for a balance… because the rational believer… does not approach God’s limits as a challenge… and does not treat them as a political choice… or an administrative mood… God’s limits were set with full knowledge of the human condition… and with elements that precede them before they are established… so there is no limit without justice… There is no punishment without power… and there is no obligation without empowerment…

When God legislated the limits… He did not legislate them in a vacuum… Rather, He linked them to a decent life… meeting needs… and social security that prevents deviation… before it is punished… And your Lord would not set a limit knowing that His servants are incapable of adhering to it… or that the state is incapable of providing its conditions… That is why approaching the borders without verifying its components was unjust… and manipulating it in the name of implementation was an even greater injustice…

Today we hear the groaning of the people… Our groaning is no longer faint… but has become a scream in the streets… and platforms… and public and private sessions… a citizen who is not incapable of luxuries… but of the basics… he works to eat… then he works to cover the fines… then he works to postpone the collapse… not to build a future or to feel safe…

Traffic violations are no longer a regulatory tool.. Rather, they have become a trap that devours drivers’ livelihoods without exception.. And if I specialize in talking about my public driver, I say.. A driver cannot license his vehicle because the violations have accumulated.. So he is forced to drive it without a license to make ends meet for himself and those he depends on.. So the vehicle turns into a danger without insurance.. And if an accident occurs, the right of the injured person is lost.. and society loses twice.. once by the law.. and once by safety..

As for housing… that great destination… through which souls are stabilized… and dignity is preserved… it has turned into a constant source of anxiety for many… roof and building fees pile up year after year… and the fines grow silently… until the house itself becomes threatened… not because it is on the verge of collapse… but because its resident is unable to pay a number on a screen… a citizen who spent his life to secure a roof for his children… not to mention the installments to complete what is owed… and then he feels… That this ceiling is temporary… and that the stability promised by the law… may turn into a burden that suffocates him… What is the meaning of security… if the house is threatened with fees… and what justice if housing turns from a right… into a permanent psychological burden?!..

And when a citizen finds himself besieged by these obligations… he finds nothing in front of him except loans… he borrows not to invest… or develop his life… but to pay fees and fines… and he enters a cycle of compound interest… that makes him vulnerable to imprisonment… so the debt turns from a temporary solution… into a long-term restriction… and postponing the problem becomes the goal… not solving it… and the person lives knowing… that one wrong step… may rob him of his freedom… like someone walking in a minefield. It surrounds him from every direction.

Here we recall the position of Omar ibn al-Khattab, may God be pleased with him… who suspended the punishment for theft in the year of Ramadan… not out of disdain for one of God’s limits… but rather out of respect for His purposes… He understood that the hungry person does not have his hand cut off… and that if the state is unable to feed… the right of punishment is forfeited from it… Was God’s punishment less severe than a law?!… Or was the understanding deeper than the abstract text?!..

Today we are disrupting the humanity of the law… and not its texts… we charge the citizen with what he cannot bear… then we are surprised at escaping… and we criminalize duress… and we hold the individual accountable for a collective defect… and this is more dangerous than disrupting a divine limit… because it is disrupting both reason and justice…

My words do not call for chaos… nor for overthrowing laws… but rather to return them to their purpose… The law was created to regulate life… not to stifle it… and to protect people… not to push them to take risks… and to prevent crime… not to create it…

That is why the call for a general amnesty for traffic violations… and for the accumulated roof and building fees… is not a blessing… but a course correction… and if a complete amnesty is not possible… then let it be in installments without fines… or limiting the collection to violations that exceed two years… or three upon licensing… not opening the citizen’s entire history at once… and also stopping annual fines for housing… because it is a right, not a luxury…

A strong state is not measured by the number and amount of fines it collects, but by the number of citizens who are able to comply.

The wise official does not accumulate laws, but rather accumulates trust and reduces the gap between the citizen and the state.

Between God’s law and human law, justice remains the decisive factor. Whoever establishes it, establishes both, and whoever ignores it, neither the texts nor the regulations will benefit him, no matter how strict they are.

Justice is not measured by regulations… but by the hearts of the people who live it… and for those whose hearts are lost, the texts will not benefit them?!..
