The US administration requested the provision of $1.45 billion in annual aid to Jordan for the next year 2024, in line with the memorandum of understanding that frames the financial aid that the United States intends to provide to Jordan for 7 years.
According to a report issued by the US Congressional Research Center on Friday, translated as “The Kingdom,” this aid, which the US administration requested for approval by Congress, includes $1.035 billion in economic aid, $400 million in military funding, $3.8 million in grants for military education and training, and $2.5 billion in aid. $1 million for international drug control and law enforcement programs, a $5.9 million grant to support counterterrorism programs and demining, and $2 million for global health programs.
The US State Department appropriation law approved the provision of $1.65 billion in total bilateral foreign aid to Jordan for the year 2023.
These provisions include; More than $1.2 billion in economic aid, of which $845 million has been allocated as a direct cash transfer to the Jordanian government, in addition to providing $425 million in military aid.
The report stated that the law “supports the Jordanian government in undertaking sustainable economic reforms, including in the water sector and the public sector, in accordance with the terms of the new memorandum of understanding between the United States and the government of Jordan.”
The center referred to a Central Bank report showing that US economic aid to Jordan “will advance the Jordanian government’s economic reform agenda, mitigate the effects of the refugee crisis, and provide direct support to the Jordanian government’s budget for non-military expenditures, thus contributing to reducing the government’s budget deficit.”
Annual US aid to Jordan represents “more than 40 percent of the total official aid the kingdom receives annually,” as the Congressional Center report indicated that many US policymakers call for continued strong US aid to Jordan.
On September 16, 2022, the United States and Jordan signed the fourth Memorandum of Understanding governing US foreign assistance to Jordan. The seven-year agreement (2023-2029), which is subject to congressional appropriations, obliges the US administration to seek a total of $1.45 billion annually in aid. Jordan’s economic and military.
The total US bilateral aid (supervised by the Ministries of State and Defense) to Jordan until fiscal year 2020 amounted to approximately $26.4 billion.
The fourth memorandum of understanding includes the United States providing about $10.15 billion over the next 7 years to the Kingdom, according to the US State Department.
A joint statement issued after the signing of the memorandum at the US State Department building in Washington said that the memorandum of understanding, as a unique bilateral instrument, represents an American commitment to support Jordan’s stability and reflects the strategic partnership between the two countries. The statement stressed, “The American commitment to Jordan’s security and prosperity is firm.”
This is the fourth memorandum of understanding on the strategic partnership between the two countries, as the first memorandum was signed in 2008 and included aid worth $660 million annually for a period of 5 years starting from 2010.
The second memorandum of understanding was signed in 2015, at a value of one billion US dollars annually, for a period of 3 years.
He signed the third memorandum of understanding in 2018, with a value of $1.275 billion annually for a period of 5 years. The memorandum, which will be signed on Friday, will replace the current memorandum of understanding, which expires in September 2022.
