The “Economy of Representatives” approves articles within the draft law on the protection of personal data

The Parliamentary Economy and Investment Committee has completed its approval of some articles of the Personal Data Protection Law for the year 2022, namely: Articles 11, 12, 13, 14, 15, 16.
This came in a meeting held by the committee, today, Monday, headed by Representative Omar Al-Naber, and in the presence of the Minister of Economy and Entrepreneurship, Ahmed Al-Hananda, the head of the National Center for Cyber ​​Security, Bassam Al-Maharma, the Deputy Governor of the Central Bank, Ziyad Ghanema, the facilitator of the National Center for Human Rights, Reem Abu Dalbouh, and a number of consultants and stakeholders. .
Al-Naber reviewed a number of observations and suggestions regarding the draft law, noting that Article 15, which states: “It is not permissible to transfer data to any person outside the Kingdom, including the recipient,” especially with regard to the work of telecommunications companies, saying that it is associated with the terms of the contract. The prior consent of the person concerned.
Al-Naber stressed the need to add representatives of the Central Bank and the National Center for Cybersecurity to the Personal Data Protection Council.
For his part, Minister Al-Hananda stressed that the law is concerned with protecting the personal data of the Jordanian citizen, and that it does not contradict any of the other laws, indicating that the processing is carried out by more than one person, but it must be accompanied by the consent of the person concerned.
He pointed out that there is no bank or telecommunications company globally that does not apply a law to protect personal data, explaining that this law requires some companies to appoint a jointly responsible controller to implement the provisions of the law, with all that is concerned with financial issues.
In turn, Abu Dalbouh stressed the need to establish firm data protection controls, coupled with prior approval, saying that “the amendments previously approved by the government are balanced and fulfill the required purpose.”
The deputies: Ayman Al-Madanat, Ghazi Al-Thunaibat, Khaled Al-Bastanji, Hayel Ayyash, Suleiman Abu Yahya, Majdi Al-Yaqoubi, Omgir Al-Hamlan Al-Da’jah, Obaid Yassin, Firas Al-Ajarmah, recommended the necessity of holding joint meetings between the Parliamentary Economy Committee, the Public Freedoms and Human Rights Committees, and the Parliamentary Legal Committee; To study and discuss the articles of law.
They stressed the need to add a phrase without prejudice to any penalty mentioned in any other legislation in the article of penalties and fines for violators of the provisions of this law.
