The National for Human Rights announces its observations about the Bab Amman municipal elections

The National Center for Human Rights team continued to monitor the elections for the mayor of Bab Amman – Jerash Governorate, and until the moment of preparing this second statement, the center recorded the following observations about the polling stage.
The center pointed out that the first observation is related to what it called the regularity and smooth conduct of the electoral process.
He pointed to “the general lack of turnout for the electoral process,” noting that citizens repeatedly photographed and/or attempted to photograph the ballot paper inside the ghetto in Box No. (5) at the “Al-Mastaba Secondary School for Boys” polling station, and Box No. (1) in the polling station. The “Al-Mastabeh Mixed Secondary School” polling station, and Box No. (8) in the “Tal’at Al-Raz Basic School for Boys” polling station, and Box No. (8) in the “Jubbeh Secondary School for Boys” polling station, where the heads of the polling and counting committees dealt with the incident, and decisions were taken The necessary procedures, including deleting the photos, were passed to the Independent Election Commission, and the heads of the polling and counting committees were directed about the procedures.
The center also noted the violation of voting outside the isolation ward in Box No. (1) in the “Al-Mastaba Mixed Secondary School” polling station, and the approval of the ballot paper. 1) At the “Al-Mastaba Mixed Secondary School” polling station.
The center recorded a note about preventing a female citizen from voting under the pretext of suspicion of “loss of eligibility” and allowing another female citizen, under the same circumstances, to vote in Box No. (1) in the polling center of “Al-Mastaba Mixed Secondary School.”
In this regard, the Center indicates that it sends monitoring observations related to the conduct of the electoral process in an up-to-date manner to the Independent Election Commission in order to process them.
The Center confirms that it receives citizen complaints about the conduct of the electoral process through the hotline number (0798866884) and landline numbers (065920396), and the Center will work to follow up and document them in its reports and final statement. Allowing another female citizen, under the same conditions, to vote in Box No. (1) at the “Al-Mastaba Mixed Secondary School” polling station.
The center recorded the following observations regarding the period preceding the closure of the funds, in addition to the observations related to the closing process:
- Exercising some aspects of electoral propaganda in front of two polling centers, including the use of loudspeakers for this purpose, in addition to monitoring limited attempts to influence some of the candidates’ supporters on the will of female voters in Box No. Polling and sorting procedures are necessary.
- The repetition of some voters photographing and/or attempting to photograph the ballot paper inside the ghetto in Box No. (6) in the polling center “Al-Mastaba Secondary School for Boys”, and Box No. (3) in the polling center “Marsaa Secondary School for Girls”, and Box No. (6) In the “Jubba Secondary School for Boys” polling station, where the heads of the polling and counting committees dealt with the incident, and the necessary measures were taken, including deleting the photos.
- One of the voters cast his vote openly in Box No. (6) at the “Al-Mastaba Secondary School for Boys” polling station.
- Four attempts to impersonate were detected in Box No. (7) at the “Al-Mastaba Secondary School for Boys” polling station. The polling and counting committees took the necessary measures that prevented them from voting. In addition to the suspicion of attempting to impersonate one person in Box No. (6) in the “Al-Jubbah Secondary School for Boys” polling station, based on the objection of one of the candidates’ representatives, and his identity was verified by the committee and representatives of the Independent Election Commission, and those concerned were directed to submit an objection in accordance with the rules.
- Small riots occurred in front of the “Al-Mastaba Mixed Secondary School” polling station.
- Providing cameras in polling stations to document the counting process.
- Opening and emptying ballot boxes in the presence of candidates’ representatives and observers.
- Commitment to closing the ballot boxes on the specified date, and taking a series of procedures related to the closing process, including preparing minutes, counting and matching ballot papers.
- The effectiveness of the representatives of the Independent Election Commission dealing with practical problems during the polling phase.
