MP Yanal Freihat directed a parliamentary question to the Prime Minister regarding the parking fees and allowances fund in the Greater Amman Municipality, inquiring whether the Municipality had adhered to the building and regulation system that limited spending from the fund to constructing parking lots, or had it spent from it for other purposes.

Freihat also wondered if the Municipality had conducted any study to measure the proportionality of the sums collected from citizens as parking fees and allowances with the actual parking that the Municipality provides for commercial shops on the ground.

His Excellency the Honorable Speaker of Parliament

Based on Article (96) of the Constitution and pursuant to the provisions of Article (118) of the rules of procedure of the House of Representatives, I would like to address the following question to the Honorable Prime Minister.

The building and organization system in the city of Amman (Article 32/d) stipulates that: “A special fund shall be established in the Municipality of Amman for the establishment of public car parks, in which sums collected from car parking fees and allowances will be deposited, provided that spending from this fund is limited to the construction of public car parks in accordance with the instructions. issued by the Council for this purpose.

Accordingly:

1- What is the total value of the sums deposited in this fund since its inception until the end of 2022?

2- How much is the value of the sums in the fund now?

3- How much was the value of the sums that were spent from the Fund on establishing public parking lots, how many parking lots were established, and how many cars can these parking spaces accommodate, along with providing me with a detailed table showing the number of parking spaces established, their capacity, and the total cost of each parking separately.

4- Although the system limited spending from the fund to one item, which is the establishment of public parking lots, were any amounts spent for other purposes, how much, and what was the justification that allowed spending in a way that violates the system?

5- Has the Municipality carried out any study to measure the proportionality of the sums collected from citizens as parking fees and allowances with the actual parking that the Municipality secures for commercial shops on the ground?
