Social insurance expert Musa Al-Subaihi expressed his disappointment regarding the discussion of the security amendments under the parliament dome, indicating that the discussion under the dome was a “great disappointment.”
Al-Subaihi was surprised that the parliament ended its discussion of a law amending the security law in one session, noting that the majority did not “examine the law and did not delve into the details of some of its most important and influential provisions.”
He added, in a post on Facebook, “People change, and legislation and its results remain a witness.. The House of Representatives would not have ended its discussion of a law amending the security law that concerns an entire people and includes (16) complex articles in one session.”
Al-Subaihi deplored that the House of Representatives had blown up “the most important recommendations of the working committee that studied the draft law well over a period of two months, while the vast majority of deputies may not have seen it until the day before the discussion under the dome.”
He wondered, “How can someone who has not studied and delved into the law undermine what the committee, which worked hard, studied and listened to various opinions, ideas, and justifications, turned them around and concluded balanced and fair results and recommendations to a large extent?!
Al-Subaihi continued, saying: “The future is before us, and after a few years you will realize what I was aiming for, and you will see the results of your favor.. and generations will be certain of what you did.. and I do not know who will pay the price? Unfortunately, what happened left us very disappointed.
The House of Representatives approved the draft law amending the Social Security Law, in its session today, Wednesday, chaired by Parliament Speaker Ahmed Al-Safadi, and in the presence of Prime Minister Dr. Bishr Al-Khasawneh and the cabinet.
The deputies approved two paragraphs added by the government to Article 59 of the law, allowing the private sector to reduce the monthly contributions rate for old-age, disability and death insurance by up to 50 percent for the Jordanian insured who have not completed the age of 30 and have not previously subscribed to social security, provided that a system is issued for this purpose that takes into account the achievement of The desired goal is to reduce the phenomenon of unemployment.
The amended law regulated the status of the legal military retiree before completing the age of 45, with the addition of an additional year of service for workers in the armed forces and security services who are at work on June 10, 2020.
It also stipulated that workers in agricultural holdings be covered by insurance for work and maternity injuries until a decision is issued by the Council of Ministers to cover them with all insurances, while allowing other categories to be partially covered by old age, disability and death insurance according to a regulation issued for this purpose.
The draft law, which will be implemented as of the beginning of this year, amended the mechanism for appointing the vice-chairman of the board of directors of the Social Security Corporation and the vice-chairman of the board of investment of social security funds, to be among the members of the “non-executive” boards of directors to enhance governance, and the deputies refused to delete the text that The Minister of Labor shall determine the Chairman of the Board of Directors of the Corporation.
The project canceled paragraph (d) of Article 4 of the law, which excluded some workers whose age did not exceed 28 from being covered by old-age insurance, if the number of employees in the establishment did not exceed 25, and for a period of 5 years from the date of registration of the establishment.
The draft eased the conditions for entitlement to a maternity leave allowance for working women, to include those who have 6 continuous or intermittent contributions to maternity insurance in the twelve months preceding their entitlement to maternity leave, while the law in force requires that they be covered by insurance during the last six months preceding their entitlement to leave.
The amendment specified fixed percentages for sources of funding for old-age, disability and death insurance, at 11 percent of the insured’s wages paid by the establishment, 6.5 percent of the insured’s wages deducted by the establishment, and 17.5 percent of the insured’s wages voluntarily.
