The House of Representatives returned to the Joint Committee (legal and economic) Temporary Law No. 73 of 2003 “The Law Regulating the Legal Accounting Profession” for further study, in today’s session, chaired by the Speaker of the Council, Ahmed Al-Safadi, and in the presence of the Ministry’s staff.
The joint committee had approved the temporary law, which has been in the custody of the council twenty years ago, to regulate the practice of the accounting and auditing professions through the formation of a supreme body and two associations of accountants and auditors, and to specify the conditions for the exam that must be submitted to practice the profession without exceptions, as the decision of the joint committee raised objections by deputies, which called for resorting to The vote, which happened in favor of re-examining the law by the committee.
In addition, the Speaker of the House of Representatives requested the General Secretariat of the Council to expedite the presentation of all temporary laws in the custody of the Council to the Executive Council of Representatives to take the appropriate decision regarding speeding up the approval process.
The legislative agenda of the parliament includes more than 20 temporary laws, some of which date back to 1966, and are still awaiting their conversion into regular formulas, especially after the constitutional amendments in 2011 limited cases of issuing temporary laws, and required that they be presented to the National Assembly at its first meeting, and that it decides on them. During two consecutive regular sessions, and announcing their nullity immediately if the period expires and has not been decided upon, except that the Supreme Council for the Interpretation of the Constitution excluded, by an interpretive decision in 2012, the temporary laws that were referred to the House of Representatives before the entry into force of the constitutional amendments in 2011 from the specified period.
