Deputy Prime Minister for Economic Affairs and Minister of State for Public Sector Modernization Nasser Al-Shuraida announced the priorities and initiatives that the government will work on for the year 2023, within the executive program of the public sector modernization roadmap.
Al-Sharida said in a press statement today, Sunday, that the government has identified 51 work priorities for the current year after taking the most prominent recommendations that came out of the national dialogue implemented by the Economic and Social Council, indicating that 45 million dinars were allocated by the government from the current year’s budget in order to implement the program’s priorities.
He recalled that the public sector modernization roadmap aims to improve the quality of services provided to citizens, and to reach an empowered and effective public sector, as it includes three main axes: the services axis, which includes the components of government services, procedures and digitization, and the institutional axis, which includes components of the organizational structure and governance, policy-making and decision-making. , human resources, and institutional culture, in addition to the legislative axis that includes the legislation component.
government services component
Al-Shuraida reviewed the initiatives identified by the government as a priority for action for the year 2023 in each of the three axes, as the government services component included the development and amendment of the system of legislation and regulations related to public administration, in a way that supports the governance of services and follow-up on the level of performance, with the aim of improving the quality of service provided to citizens, through approving The government services development system, from which a guide for managing the services provided will emerge, including criteria for providing service in an appropriate manner in terms of time, quality, and other criteria.
He added that there will be an integrated mechanism to measure the level of performance of services provided to citizens, including a review of the mechanisms used on the two platforms “By Serving You and Evaluate Your Experience” and monitoring the opinions of citizens on social media, in a way that ensures obtaining comprehensive feedback that is based on developing the efficiency and effectiveness of government services. the introduction.
Al-Sharida also indicated that a number of comprehensive government centers will be established this year, distributed in the regions of the Kingdom, similar to the Moqbelin Center, and work will be carried out in parallel to develop the policy of comprehensive government service centers. In terms of stating the foundations for its establishment and organization according to geographical areas, population density and the entities involved in providing the service, for the purposes of reducing the burden on citizens and facilitating access to services.
Component procedures and digitization
And Al-Shraidah indicated that the current year will complete the automation and digitization of government services to reach 40 percent of digitized government services according to the digital transformation plan, as the government is now reviewing the digital transformation strategy in light of the reality of the situation in the Kingdom with the aim of updating the digital transformation strategy, through the concerned unit that It was recently introduced in the Prime Ministry as part of the program to implement the roadmap for modernizing the public sector and in cooperation with the Ministry of Digital Economy and Entrepreneurship.
He continued, the activation of 2 million digital identities will be completed as part of the digital transformation strategy, in addition to the establishment of the unified national registry for electronic services that links government institutions with the aim of providing integrated services to citizens, whether electronic or informational.
He added, “A unified system for managing government resources will be developed with the aim of strategic planning for the service sector, to ensure effective management of human and financial resources, in addition to studying the activation of the principle of joint government services at the sectoral level or between a group of ministries and institutions in order to enhance the utilization of available resources, and reduce The cost, leading to the adoption of the necessary legislation and policies to activate them, according to this study.
policy and decision-making component
With regard to the institutional axis, specifically the policy-making and decision-making component, Shraideh pointed out that a guide for impact assessment policies will be launched in cooperation with the World Bank, institutional performance management instructions will be launched, a program for developing institutional capacities in the field of strategic planning will be launched, and the national policy unit in the Ministry of Planning will be institutionalized. International cooperation, development of the unified government performance system through which performance will be monitored at the institutional, sectoral and national levels through an advanced electronic system, setting up a mechanism to monitor the national performance of various indicators in international reports such as the Human Development Index issued by the United Nations Development Program and others, and preparing an annual report in this regard. In particular, in addition to completing the development of policies and legislation that enhance partnership between the public and private sectors.
Component of organizational structure and governance
Al-Sharida pointed out that this component will include the completion of administrative, technical and legal reviews for the establishment of the Ministry of Education and Human Resources Development, as the preliminary plan for the merger of the Ministries of Education and Higher Education has been prepared, in addition to the completion of administrative, technical and legal reviews for the establishment of the Ministry of Infrastructure Services resulting from the merger of the Ministries of Works and Transport. and transforming the Department of Statistics into an interactive national statistical center for collecting, analyzing and disseminating data.
According to Al-Sharida, the Ministry of Investment will be restructured, its technical capabilities will be developed, and its services will be digitized in accordance with the new investment environment regulation law, and the Service and Public Administration Authority will be established as the successor to the Civil Service Bureau, while changing its functions to include organizational processes related to institutional development and human resource management in the public sector, and re- Structuring the Jordan Enterprise Development Corporation to become the umbrella organization for the small and medium enterprises sector and entrepreneurship.
Al-Sharida said, “With the aim of enhancing the separation between policy makers, independent bodies, and operators, and enhancing partnership with the private sector in providing government services, there will be an application of the model of governance and operation of the work of regulatory and independent bodies, and it will begin to be applied to the energy sector.”
As for the Ministry of Labor, Al-Sharida said that all the initiatives mentioned in the organizational structure and governance component were supported in the national dialogue conducted by the Economic and Social Council, with the exception of the abolition of the Ministry of Labor. Therefore, the government studied all these outputs with great interest and objectivity, and accordingly decided to restructure the Ministry of Labor and develop its capabilities, and include it as a priority for work later after completing the study of the vision to achieve this.
He added that the government has set among the priorities of 2023 a study of the structuring of independent institutions and bodies after analyzing the reality of these institutions, their roles and tasks, and they will be viewed sectorally, to determine the intersections in roles and responsibilities between them and other institutions and ministries, which may result in merging or canceling some of them according to what the study will lead to. .
Human resources component
The Minister of State for Public Sector Modernization stated that the government will launch a training program to enhance the capabilities of employees working in the areas of public administration, in addition to developing an advanced specialized scholarship program, launching programs to qualify government leaders, and developing digital skills for employees and leaders to support the digital transformation environment.
Within this component, according to Al-Sharida, a human resources strategy will be launched that focuses on strengthening global trends and practices in the field of human resources management, in addition to the gradual implementation of the transition to a human resources management system based on job classification, with the aim of eliminating gaps and discrepancies between employees’ financial and administrative privileges. In addition to preparing a guide and system to link individual performance to institutional, developing and adopting a system for selecting executive leaders and for promotion and succession, establishing a competitive recruitment system based on job merit and competencies, and establishing a center for evaluating government competencies.

Al-Sharida explained that this component will include designing a program to develop institutional culture that focuses on managing change, empowerment and accountability in departments and institutions, and launching programs to develop institutional culture for leaders and employees in government agencies within their career paths, in addition to launching an award for the best change leader and best change team.
Legislation component
He pointed out that there are priorities in the legislation component that include preparing a system of legislation to develop the organizational structures of institutions so as to maintain legislative and administrative stability for them and avoid continuous change, and approving an integrated system for managing government leaders in terms of the method of appointment, promotion and planning to build successive administrative leaders, in addition to preparing the legislative framework to establish Public Service and Administration Authority.
And he indicated that the priorities set by the government in the axis of legislation come to implement the initiatives included in each of the three main axes of the map, just as the government approved the administrative organization system for the Ministry of Government Communication in the last quarter of last year.
Preparing an integrated donor map
Al-Shuraideh stressed that the priorities of the Executive Program for the year 2023 also include the preparation of an integrated map for donors, as through this map the existing projects will be distributed and what has been accomplished in each of the projects proposed to the donors, according to consultations and joint agreements with them, in a manner that guarantees complementarity and coordination in the management and implementation of programs. Funded and optimal use of the available resources in achieving the planned results with an indication of the time frame for the implementation operations.
