The results of the exploratory study, which was conducted by the Ummah Center for Studies, and which lasted for a full month, during the period between 1 and 31 December 2022, showed that the most important challenges facing the parties in correcting their situation is the challenge of popular acceptance, which won 19% of the answers of the 54 parties. Respondents, followed by the material challenge with a rate of 16%, then the organizational and procedural challenge with equal proportions of 14% each, followed by the insufficient time specified for rectifying the situation by 11%, then the youth’s desire to join the party by 10%, followed by the desire of women to join the party by 8 %, and the deployment challenge in the six governorates got a rate of 5%, while the security challenge recorded the lowest percentage, reaching 3%.
The study showed that the parties are betting on the remaining time until the end of the rectification period next May, in order to overcome the challenges that impede the rectification of their situation.
Despite the uncertainty of many parties in their ability to fulfill the requirements of the law in order to rectify their situation, the high percentage of parties that declared that they are close to achieving this expresses their desire to improve the conditions for their negotiation to merge with other parties, or to encourage community forces and members of dissolved parties to join them. And its support for the formation of future electoral coalitions, or its high confidence in the possibility of correcting its situation.
Although the results of the study indicated a decline in the impact of the security challenge to low levels that did not exceed 3%, a percentage that may indicate the desire of the state and its sovereign institutions to make the law a success and to reach outputs that allow for a more agile partisan life, the high level of the challenge of popular acceptance, which reached 19% reflected a number of variables that could be monitored in the questionnaire, as one of the most important reasons behind popular reluctance to join parties and engage in partisan life is fear of job loss, or deprivation of obtaining jobs that citizens aspire to in 15 sectors, which were referred to in the paragraph (B) of Article Six of the Political Parties Law.
Also, among the reasons for popular reluctance are the historical deposits referred to by the respondents, which make the security challenge present.
The importance of the study, which was conducted by the Ummah Center for Studies, lies in the fact that it is the first of its kind to study the impact of the Political Parties Law on the engineering of the partisan scene in Jordan. Jordan.
The exploratory study dealt with the research problem by polling the opinions of party leaders or their representatives to answer the questions surveyed, to find out the parties’ attitudes and their ability to adapt to the new law, whether corrected, merged or resolved, by identifying the challenges they face, and the ability and confidence in the possibility of Overcome challenges.
The study noted the fading of the organizational and leadership structures of some parties and their entry into the phase of disintegration, while some of them chose to merge with other parties, while a number of new parties emerged during the survey period, so that a great deal of ambiguity prevailed over the positions of some parties and leaders that seemed inconsistent. She is confident of her potential future, waiting for the expiration of the period set to rectify her situation and the occurrence of sudden changes that will help her overcome her crisis during the remaining months of the period set for rectifying the situation.
On March 8, 2022, the Jordanian Parliament approved a new law for political parties, as one of the outputs of the Royal Commission to modernize the political system, and it became effective on May 15 of the same year, as parties were given a year to rectify their status in accordance with the new law.
