The Director General of the Income and Sales Tax Department, Dr. Hossam Abu Ali, confirmed that the electronic national billing system does not aim to impose or increase taxes, but rather came to regulate the relationship between the department and those obligated to issue the invoice.
He added, during his meeting with members of the Association of Information and Communication Technology Companies (Intaj), that the system aims to transfer invoice data to each user and document them electronically easily, and does not entail any financial costs or burdens.
Abu Ali stressed that the billing system does not request old invoices that preceded the date of the linkage, but begins issuing invoices from the date of the linkage, explaining that each company that has its own system will be dealt with to adapt to the system.
He stressed that the system allows for the modification and cancellation of invoices according to specific controls, and that it is flexible and takes into account many details during the issuance of the invoice, stressing the department’s readiness to hold a training course for programmers of telecommunications and information technology sector companies to inform them of the system.
Abu Ali noted that the billing system currently allows testing and cancellation of invoices, stressing that the sectors that are not fully linked to it, their companies are allowed to write off and cancel invoices.
He explained that the system allowed two parties not to register, namely: groceries whose sales are less than 75,000 dinars annually and the like, and crafts whose sales are less than 30,000.
Abu Ali pointed out that “the national billing system is an integrated computerized system within the best international practices in this field, and achieves flexibility by allowing companies and establishments that are required to bill to join it and do not have a billing system, or have computerized systems without abandoning their systems.
He added that the system came to serve the consumer and ensure that he obtains a regular invoice in exchange for purchasing any commodity or in exchange for obtaining any service, without requesting it, indicating that it will serve the seller and the service provider by transferring the burden of proof from the taxpayer to the department, given that what was stated in the approval The taxpayer is correct unless the department proves otherwise, and it will also make it easier for the taxpayers to complete and speed up the audit of their tax files.
On the same level, he announced the formation of a joint committee between the Tax Department and the “Intaj” association to follow up on the sector’s requirements.
The Chairman of the Board of Directors of the “Intaj” Association, Eid Sweiss, stressed the importance of the meeting, which is a great opportunity to inform the communications and information technology sector about the mechanism of the national billing system, explaining that the system provides a new electronic mechanism for issuing invoices, instead of the current one used by the taxpayer who issues the bills.
Raed Najab, financial advisor to the Intaj Association, said that the billing system is the real starting point for fighting tax evasion and uncovering the shadow economy, pointing to its importance in the digital transformation of the tax system in general.
He added that this meeting came after several meetings of the tax director with other sectors; So it was more specialized and in-depth.
