Approval of the draft budget and a decision to raise the ranks of the martyrs

The Council of Ministers started its session, which was held today, Wednesday, under the chairmanship of Prime Minister Dr. Bishr Al-Khasawneh, by reciting Al-Fatiha on the souls of the homeland’s martyrs from the salaries of Public Security, Captain Ghaith Qassem Al-Rahahleh, Second Lieutenant Moataz Musa Al-Najada, and Corporal Ibrahim Atef Al-Shaqareen, who were martyred while carrying out their duty during the A raid on one of the suspects in the killing of the martyr, Brigadier General Dr. Abdul Razzaq Al Dalabeh.
The Council expressed its deepest condolences for the martyrs of the homeland and duty, and its wishes for a speedy recovery for the injured members of Public Security who were injured during the raid.
The Cabinet decided to upgrade the martyr, Captain Ghaith Al-Rahahleh, to the rank of major, and the martyr, Second Lieutenant, Moataz Al-Najada, to the rank of first lieutenant.
The Director of Public Security, Major General Obaidullah Al-Maaytah, decided to promote the martyr, Corporal Ibrahim Al-Shaqarin, to the rank of sergeant.
On the other hand, the Council of Ministers approved a draft law amending the law regulating the general budget and budgets of government units for the year 2022 AD. This is in light of the constitutional amendments that were recently approved, including the amendment to Article (112) of the constitution, which required the submission of a single draft general budget law that includes the budgets of government units.
The draft law aims to find compatibility and consistency in the provisions between the law regulating the general budget and the draft general budget law currently deposited with the National Assembly, as well as the draft budget laws that will be approved later.
Last August, the Council of Ministers decided that the draft general budget law for the fiscal year 2023 AD would be prepared so that it would include the budgets of each of the ministries, departments, and government units without merging the financial data of the ministries, departments, and government units related to revenues, expenditures, and the budget deficit for the year 2023 AD.
The Council of Ministers also approved an amended system for the military medical committees system for the year 2022 AD.
The system comes in view of the subjection of members of the Jordanian Armed Forces and security services who were recruited after the date of 1/1/2003 to the Social Security Law, and to determine the mechanism for presenting military personnel to the Higher Joint Medical Committee, and to indicate how decisions related to this category are taken in accordance with the concepts of the Social Security Law.
The Council also approved the reasons for the draft investment environment system for the year 2022 AD, in preparation for sending it to the Legislation and Opinion Bureau to complete the procedures for its issuance in accordance with the rules, while giving it the status of urgency.
The draft system aims to unify legislation related to the business and investment environment and to reduce it all into one system. To provide services and follow-up on investors’ affairs with transparency, objectivity and fairness, and to provide protection for investors and their investments, and to treat them fairly, in accordance with the principle of the rule of law and international standards and practices.
The draft law also aims to regulate the granting of incentives, benefits and exemptions that encourage investment, whether inside or outside the development zones and free zones, and regulate the provisions of the powers of the master developer of the development zones or the free zone.
