The Council of Ministers decided, in its session held today, Sunday, headed by Prime Minister Dr. Bishr Al-Khasawneh, to approve the reasons for a draft law amending the Social Security Law for the year 2022 AD, and to send it to the Legislation and Opinion Bureau to complete the procedures for issuing it in accordance with the rules and giving it the status of urgency.

The draft law aims to provide more protection for the insured by amending the conditions for entitlement to maternity leave allowance, in addition to providing an opportunity for private sector establishments to reduce the costs of employing unemployed youth and stimulating them by reducing the rates of contributions resulting from their inclusion in social security.

It also aims to amend the chapter on the military insured by adding detailed texts and provisions regarding the legal status of the military retiree before completing the age of (45), and canceling the reserve fund.

The draft law included translating the Royal Decree in June of 2020 AD by adding an additional year of service for workers in the armed forces and security services who are at the top of their work on the date of the issuance of the Royal Decree, in addition to achieving more privileges for the military injured, and reviewing the rates of contributions that the armed forces and agencies are committed to. The security is to supply it on behalf of the insured military.
This is in addition to achieving more social protection for the divorced or widowed daughter by giving her a share of her deceased father’s salary.
Under the draft law, the mechanism for appointing the Chairman of the Board of Directors, Vice-Chairman of the Board of Directors and Vice-Chairman of the Investment Board will be amended, in accordance with the requirements of corporate governance.
In another context, the Council of Ministers approved the draft administrative organization system for the Ministry of Local Administration for the year 2022 AD, in preparation for sending it to the Legislation and Opinion Bureau to complete the procedures for its issuance in accordance with the rules, while giving it the status of urgency.
The draft system came to keep pace with the new tasks of the Ministry after the Local Administration Law of 2021 AD was approved. Where the Ministry is affiliated with (26) Municipal Affairs Directorates, and the Ministry is concerned with monitoring (100) municipalities, (12) governorate councils, and (20) joint services councils.
The draft system aims to define the organizational structure of the ministry by creating another secretary-general position for the ministry concerned with financial and administrative affairs, in addition to creating new directorates required by the nature of the ministry’s tasks, canceling a number of its departments, changing the names of some directorates, as well as defining the link between each of the directorates with the secretary. The relevant year.
The Council of Ministers also decided to approve the mechanism of the project to stimulate agricultural industries in the industrial cities, and proceed with its implementation procedures in accordance with the rules, for the purposes of supporting and motivating the establishment of food and agricultural industries that use national agricultural inputs in a way that supports agricultural-industrial solidarity, enhances national security and contributes to increasing the local added value.
According to the decision, the Ministry of Agriculture shall bear the financial costs incurred by this, through the allocations that will be allocated within the draft budget of the Ministry of Agriculture for the fiscal year 2023 AD, according to the financial ceilings granted to it for the years (2023-2025) in coordination with the General Budget Department.

The Council of Ministers approved a draft system amending the system for practicing the profession of nutrition for the year 2022 AD, as it obligates everyone who practices the profession of nutrition to have a high level of academic and cognitive competence necessary by obtaining an academic degree with specific specialized courses.
According to the draft system, the basic scientific courses in the basics of therapeutic diets are determined according to what the disease requires, and the profession of a nutritionist is practiced by qualified cadres that help reduce the disease burden and the treatment and economic cost of the state.

In addition, the Council of Ministers approved the recommendations of the Settlement and Reconciliation Committee, which is formed according to the principles of settling outstanding issues between taxpayers and the Income and Sales Tax Department, to settle the tax statuses of 1,264 taxpayers who have obligations in accordance with the provisions of the Income Tax Law and the General Sales Tax Law.
