For more than a quarter of a century, Al-Omari used to work in the carpentry profession, until he became famous in the Tabarbour area in Amman, and everyone looking for unique wooden designs became pilgrimage to him, but his experience and efficiency in his work did not satisfy him to buy an apartment without construction defects , or hidden.

With rhythmic movements between his hands and his body, Al-Omari sat explaining to the “Kingdom” team that he had bought his house years ago, and he says: “My sister saw an advertisement on social networks, then I called the owner of the apartment and went to see her. Meticulously painted, distinctive paint, charming lighting, even the wooden decorations were overshadowed by all the architectural details.”

A few months later, the sons of Moaz Al-Omari woke up to the sound of an electrical short in the main electrical circuit breakers of the apartment, after which a small fire broke out, and the smell of fire spread in the place.

“A number of traders resort to importing raw materials, or various goods related to electrical, plumbing, or carpentry finishes of low quality from many countries, in order to be used during the construction or finishing stages, and these materials do not have a shelf life, or a specific specification related to their quality. The matter is left to the consumer, who is subjected to various kinds of experiments without the slightest oversight from the competent authorities,” says Hazem Balawi, owner of an engineering office.

Residential projects are divided into two parts, the first relates to construction and bone works, and the second is finishing works, according to what the head of the Engineering Offices Authority Abdullah Ghosheh says, who adds, “About 35,000 building permits are issued annually from the Greater Amman Municipality, or from the municipalities, while no The number of complaints exceeds 60-70 annually regarding bone works, but the main problem we have is related to the finishing works, which include electricity and water installations, insulation and tiling….”

Through its investigative program “Under Investigation,” the “Kingdom” reveals that some housing companies have tampered with the concrete specifications of residential buildings, as well as documenting tampering with the raw materials used, engineering codes, and external finishing materials, amid the weak roles of the supervisory authorities that kept residential architectural facilities trapped in paper plans.

On March 5, 2013, an official complaint arrived at the Public Service Office at the Ministry of Public Works and Housing, stating that there were hidden defects that appeared in one of the residential buildings in the Tariq area, despite the fact that a year had not passed since the purchase of these apartments. The Kingdom team was able to obtain official papers while working on this investigation, confirming that this complaint was not the first of its kind. It found that there were some apartments that had hidden defects, in addition to cracks and cracks, and the limit reached the collapse of the retaining wall for some Of which.

In the same year, one of the contractors finished building a residential building in the Jubaiha area, and was trying to direct the attention of those who wanted to buy apartments to their internal features, so he excelled in interior engineering and putting powder coatings on the walls, and it was by chance that the engineer Ayman Hamadat bought one of the apartments.

Hamadat says, “I did not know before buying the apartment, that it was necessary to search for the details of its construction, and to obtain an engineering consultation from a specialist to reveal the apartment in all its details, and examine it. The remaining amount of the apartment price is paid in installments.

“A lot of clever tricks are practiced, and those looking for their dream home are taken advantage of, through the exterior accessories of residential buildings, hidden lighting, decorations, and spaces, but none of them would think to check the components that were used in the construction processes, or to inquire About the building materials that were used and where they were imported,” says Tariq Al Harini, Secretary General of the Contractors Syndicate.

As for the real estate developer, Mahmoud Farrash, he says: “If we go to examine core samples from some residential buildings in Amman, we will find that there are unsuccessful concrete mixtures, and that some residential buildings are devoid of casts behind the stone. We may find some of them devoid of concrete, and these are some of the reasons that Lead to cracks or moisture during the winter.

Hamadat explains: “A few months were enough to reveal the existence of hidden defects inside the apartment: horizontal cracks in most of the rooms, and the smell of dampness spreading in the place, until some ceramic plates fell inside one of the toilets.”

Hamadat says that he repeatedly tried to contact the housing owner, who repeatedly promised to guarantee the apartment if any problems appeared, but all the calls were unsuccessful, until eventually he was forced to file an official complaint.

According to a survey conducted by the Building Rank company, which specializes in inspecting buildings and real estate, it was found that “more than 60% of apartment and real estate buyers are not satisfied with the apartment, and they faced many problems after less than a year of housing,” some of which are “unsolvable, or You need to pay huge amounts of money to repair it,” according to the company’s operations manager, Thaer Al Momani.

But “the problems of residential apartments will not end,” according to Hazem Balawi, owner of an engineering office, who says: “The appropriate conditions are not created for construction, so the capital is currently built with concrete accumulations without specifications, starting with digging the ground, not treating the loose soil, for example, and passing through the stages of isolation. The interior and exterior of the building, and the isolation of the bases, these repercussions we see today, negatively affect the citizen, as bills for periodic maintenance rise, as well as treatment bills as a result of respiratory diseases….”

The Secretary-General of the Contractors Syndicate, Tariq Al-Hareni, attributes the reason for not creating the conditions for construction, to “the resort of some engineering consultancy offices to the use of examinations of existing buildings adjacent to the building to be implemented, instead of conducting new examinations for the implemented buildings, in a desire to reduce costs.”

The stages of building residential buildings do not depend only on paper plans, says Ayoub Abu Dayyah, the owner of an engineering office for more than 40 years. Paper plans are made, containing the building specifications, and the engineering codes approved by the national building code, then work is initiated under the supervision of a specialized engineer. and required specifications.

The female need for housing units in Jordan has reached 65 thousand new units or replacing an old unit, according to estimates, while the number of housing companies operating in the sector has reached about 500 companies.

The head of the Housing Investors Association, Kamal Al-Awamleh, believes that the problems of the housing sector are “limited, and what happens on the ground may be an unintended mistake and cannot rise to a phenomenon,” and adds: “Many problems may occur related to laying tiles, cracks may occur inside The walls, the appearance of dampness, and mold inside some rooms, and these occur as a result of human errors related to the culture of ventilation of apartments during the winter season, or on a daily basis.”

The head of the Engineering Offices Authority, Abdullah Ghosheh, agrees with Al-Awamleh’s hadith, and confirms that “there is sometimes poor workmanship, and it does not reach the stage of tampering with the materials used in construction, or even quantities,” and explains: “All materials that enter the Kingdom are examined by the official authorities. It is very difficult to introduce materials that do not conform to specifications and standards, in addition to the fact that the Syndicate of Engineers imposes on all owners of existing projects the necessity of having an approved engineering laboratory, for the purposes of examining and verifying materials.”

But the Secretary-General of the Contractors Syndicate, Tariq Al-Hareni, believes that “some abuses occur internally through some of the owners of these housing, as it may happen that there are large quantities of expired cement used during the construction stages of a building, or that they obtain low-quality materials by importing them.” From different countries, not to mention the low-quality sanitary and electrical installations that are sometimes used.”

As for the Director of Buildings Rank’s operations, Thaer Al-Momani, “the problem lies in the openness to importing building materials, without setting an appropriate specification for the Jordanian market, starting with iron, used wood and ending with electrical installations… Here we lack the control process and these steps are not followed up.” In an effective manner by the responsible authorities, fraud is practiced in secret and away from the eyes of censorship.

Workers in the residential buildings sector spoke of a “black market” run by some expatriate workers, which undertakes the tasks of constructing residential buildings without observing any engineering requirements or architectural specifications.

Real estate developer Mahmoud Farrash says that “contractors resort to buying contracting contracts for small amounts of money, by agreeing with some contractors who have obtained licenses, in order to finish the processes of obtaining official papers, then the unlicensed contractor will lure sub-contractors from expatriate labor or market Employment in a random manner, to follow up and supervise the implementation of construction work.

“The subcontractor is working to speed up the construction stages, and shorten the possible steps and materials during the construction stages,” says the owner of the engineering office Hazem Balawi, who adds: “We are seeing apartment buildings being built within a few months without taking into account the technical rules, or engineering codes, and this This will negatively affect the quality of these buildings, and the emergence of hidden defects and cracks during simple stages.”

The Housing Investors Association rejects the “sub-contractor phenomenon.” Kamal Al-Awamleh states that “investors do this work, not just contractors, and that these abuses may eventually lead to collapses inside residential buildings, or problems that cannot be resolved.”

Late last year, the supervisory inspection committees revealed 1,150 projects, to find nearly 700 projects in which several violations occurred, and as many as 350 projects were corrected, according to the Secretary of the National Building Council Jamal Qteishat, and he adds, “Currently there are some projects under filming, In some cases, some projects were built without licenses, and they were stopped and their owners transferred to the Public Prosecution Office, and some of them were punished.”
