Minister of Planning and International Cooperation Nasser Al-Shraideh said that the plans of the economic modernization program are flexible and subject to criticism and correction according to the public interest.
He pointed out that the duration of the program extends to ten years, and what has been announced so far is the first phase of modernization, provided that it will continue to reach an effective and empowered public sector capable of carrying out the various tasks entrusted to it with efficiency and competence, and to be an enabling factor for the private sector to multiply the positive results. Achieving the goals and indicators required by the vision.
This came during his participation, today, Saturday, in a panel discussion organized by the Jordan Transparency Association, entitled “The Challenges of Public Sector Reform” at the Amman Chamber of Industry.
Al-Shuraida indicated that a higher ministerial committee was formed to follow up the executive program for the modernization of the public sector 2022-2025, noting that there are annual executive plans based on studies for each component of the road map, in addition to the formation of 22 sectoral teams to prepare the executive program of the vision of economic modernization for the years 2023- 2025.
He pointed out that best practices will be applied in the process of preparing the executive program, in terms of adopting a participatory approach with various stakeholders, and having clear and measurable performance indicators with targeted values at the national level.
Bringing back the shine to the public sector
Al-Shuraida indicated that the administrative modernization program and plans come within the comprehensive vision of His Majesty King Abdullah II to modernize in all its aspects, and aim to build an empowered and empowered public sector, restore brilliance and excellence to the public administration, improve services provided to citizens and raise the efficiency of public administration.
He pointed out that the public sector modernization plans seek to reformulate the role of the public sector to be an enabler for the private sector, by digitizing all government services by 2025, and refining the digital skills of employees and leaders to support the digital transformation environment, making the government more agile, and reducing the number of overlapping government institutions. powers.
Abolition of ministries
Al-Shuraida explained that canceling some ministries does not mean canceling the laws related to them, but rather came according to the vision of the Public Sector Development Committee to organize procedures and remove any intersections between the work of ministries and government institutions, as the committee recommended following up labor issues for expatriates with the Ministry of Interior, and organizing the labor market with the Ministry of Industry and Trade. and supply, and transforming vocational training to be entrusted to the private sector as it is the most capable of knowing the needs of the labor market, while the focus will be through merging the Ministry of Education with the Ministry of Higher Education and Scientific Research on vocational and technical education.
He reviewed the axes of the public sector modernization roadmap, which focused on seven basic components that are being implemented within a decade from now. Flexible and active.
Seriousness, follow-up and accountability
Al-Ain Mazen Al-Saket, for his part, stressed that administrative modernization needs seriousness, follow-up, accountability, and the strengthening of confidence. Representative Bilal Momani said that administrative modernization is a societal reform that everyone must participate in, stressing that we need to review education outcomes and their compatibility with the needs of the labor market.
The Chairman of the Chamber of Industry, Eng. Fathi Al-Jaghbir, stressed in a welcoming speech, during the symposium, the importance of administrative modernization, developing the public sector and abolishing the Ministry of Labor and linking it with the Ministry of Industry, Trade and Supply.
At the end of the symposium, which was moderated by the Society’s Secretary, Younes Zahran, the lecturers answered questions from the audience that dealt with the symposium’s titles in all fields.
