The Service Bureau reveals the mechanism for appointing a guard in education

The Civil Service Bureau clarified, in a statement issued today, Thursday, about the mechanism for appointing a guard for the Ministry of Education, and announcing the names of candidates for appointment in local newspapers and through websites.
The Civil Service Bureau confirmed that when announcing the vacancies available for this job, all the details of the mechanism for calculating the competitive points were included in a clear and transparent manner. and approval by the Ministry of Labor, 10 points for training courses, 2 for each course directly related to the nature of the job, and 10 points for vocational training for professional and craft jobs.
Al-Nasser indicated that the Bureau provided the Ministry of Education with the names of candidates for appointment after the personal interviews for the post of guard were conducted, as the number of candidates for appointment reached (556) candidates. assets.
Regarding the appointment mechanism, Al-Nasser indicated that the candidates for appointment were selected based on the total competitive points in addition to the competitive examination mark and the personal interview mark, after the competitive examination was held on 5/28/2022, by the Ministry of Education in coordination with the Civil Service Commission. Then the candidates were selected to conduct the personal interviews, based on the selection and appointment instructions, where the top three successful candidates were nominated according to the total competitive points or the number available, if less, to conduct the personal interview for each vacant position, based on the total competitive points (the competitive exam mark for which is 40 points, and the total competitive points he obtained through: educational level, training courses, and practical experience (50 points).
Regarding the personal interviews that were held during the period from (27/7 to 2/8/2022), he explained that the interview committees were formed through the Ministry of Education in coordination with the Civil Service Commission, and that the interviews were recorded by audio and video, and that the mark assigned to the personal interview was (10) signs.
Al-Nasser also indicated that the Bureau, in compliance with the principles of disclosure, transparency and equal opportunities, allowed all applicants, before proceeding with the nomination procedures, to view their competitive points that they obtained and which were calculated for matching applicants based on the mechanism for calculating competitive points that were published in local newspapers and in accordance with the instructions for selecting and appointing employees in Government jobs, so that the total competitive points of the applicant at the educational level, training courses and practical experiences attached to the employment application were approved, and the opportunity was given to them to object and submit any relevant documents. During this period, 3,481 objections and observations were received, and all observations were processed after they were audited and reinforced with documents showing their validity, which required additional intensive efforts from the Bureau’s cadres.
He explained that after reviewing the observations and treating them accordingly, the competitive statements of the applicants were updated, and the Civil Service Bureau, in coordination with the Ministry of Education, dealt with vacancies related to humanitarian cases and nominated for the final number of vacancies, which amounted to (556) jobs.
Regarding the appointments of humanitarian cases, Al-Nasser indicated that according to the instructions in force at the time, the nominations for humanitarian cases included two categories: the category of persons with disabilities (who are not subject to the competitive examination) and poor families (according to the regular monthly aid card for their breadwinner issued by the National Aid Fund), while With regard to siblings, the grounds for appointment do not permit the appointment of brothers if they are not married.
With regard to the number of candidates, Al-Nasser said that a total of (556) candidates were nominated for appointment, including (88) candidates from humanitarian cases, according to their competitive entitlements set out above, indicating that coordination was coordinated with the stakeholders in the Ministry of Education for the purposes of requesting proof that the candidates do not hold Academic qualifications (comprehensive diploma or higher) and if it is proven that one of the candidates holds a scientific qualification (comprehensive diploma or higher), the procedures for his appointment will be stopped and his replacement will be nominated.
The following are the details of the distribution of competitive points in accordance with the criteria adopted in appointing the third category jobs:

Two points for security and protection courses
Two points for public safety courses (including ambulance, firefighting and public safety)
2 points for self-defense courses
Two points for military courses issued by the security authorities and armed forces related to self-defense sports, skills and military establishment.
Two points for courses dealing with the public.
Two points for crisis and crowd management courses.
One competitive point for validated courses in computers and languages.
3. Competitive points for the practical experiences that are compatible with the job of a guard and only the maximum (10) competitive points, which are calculated based on the experience certificates submitted and duly certified and attached to them are the statements of the insured’s data issued by the General Organization for Social Security:
a- Two competitive points for each year of experience certified by the Ministry of Labor, provided that it is duly registered in the data of the General Organization for Social Security and an experience certificate proving this is attached to it, in the following positions:
b- The job of a guard.
C – the function of security and protection.
• Two competitive points for each year of experience in security and military jobs related to the nature of the guard job, which is calculated according to the experience certificate issued by the security and military authorities.
