Important from the “Endowments” to Islamic centers regarding the “Quranic Child”

The Compass – Director of the Islamic Societies Directorate at the Ministry of Awqaf, Islamic Affairs and Sanctuaries Hasna Annabeh said that the ministry will start receiving licensing applications, after the instructions of the Quranic Child Club for the year 2022 were published in the Official Gazette last week.

She added to the Jordan News Agency (Petra), that the purpose of approving the new instructions is to improve the services provided in the Quranic Child Club, to address all forms of violations that previously occurred in some clubs, and to create a healthy and suitable environment for children’s education, noting that the existing clubs have been granted. 6 months to correct their situation.

She pointed out that the instructions included a set of conditions that must be met when submitting an application for a children’s club license, to obtain prior approval before starting work, noting that the target age group is 3-5 years.

She indicated that the club is a program attached to the Islamic centers for teaching and memorizing the Holy Qur’an, where the Ministry supervises and monitors them and inspects the curricula and activities of the club and the performance of its employees, and ensures their commitment to the study plans, stressing that it is not permissible to open the club and practice its activities before obtaining a license from the Ministry of Endowments.

She explained that the new instructions stipulated, for the purposes of licensing the Quranic Child Club, that it have a separate headquarters of not less than 100 square meters, an appropriate yard, and the appointment of a full-time manager, and that working hours do not exceed 9 hours per week during the morning and evening periods, and the need to meet the conditions of public health and safety, in addition to Provided that a prior approval is provided by the residents and neighbors of the club if it is located in a residential building, and that it is on the ground floor of the building, and that a sign showing the name of the club is placed at the entrance to the building in which it is located, and that the classroom furniture used in its shape and size matches the developmental characteristics of the children.

Islamic centers wishing to license a club called on the ministry to submit a paper or electronic application to the ministry on the form approved by the ministry, including the proposed name of the club, the Islamic curricula that will be taught, the names of the teachers, their qualifications and scientific experience, and a copy of the title deed of the headquarters or a valid lease contract certified by the competent authorities. Noting that the applications are submitted to the competent committee, where the minister issues his decision to approve the club’s license based on the committee’s recommendation, and the license period is one year, and is renewed in accordance with the instructions in force.

Ananbeh spoke about that, according to the instructions for establishing the Quranic club, the goal is to teach the correct reading of the Holy Quran and its rulings, recitation and recitation, to entice children to love and memorize the Holy Quran, to deepen morals and link their behavior to the guidance of the Holy Book and the Noble Prophetic Sunnah, and to develop their talents and skills related to the Holy Quran and the spirit of competition among them. And it indicated that, according to the instructions, the Child Club may implement any additional Islamic programs or activities after the approval of the Ministry and the relevant authorities. Regarding the conditions that must be met by the director of the Quranic Child Club, Annabeh said that the instructions are clear as they stipulated that he should have an intermediate diploma as a minimum, that he be of good conduct and behavior and not have been convicted of a felony or misdemeanor that violates honor or public morals, while the teacher is required to be accredited. At the Ministry of Awqaf, according to the instructions for accrediting teachers in the applicable Islamic centers.

Annabeh confirmed that the instructions of the Quranic Child Club prohibit the club from receiving children without obtaining the written consent of their parents from the working hours until its end, and not to receive children in violation of the working hours that were specified when submitting the license application, and to use the headquarters for other than the activities for which it was licensed. Teaching subjects that are inconsistent with the Child Club, changing the club’s headquarters or name, or making any modification to it except after obtaining the approval of the competent committee, and dismissing children without notifying the guardian of that. She stressed that teaching in the club is within the curricula, plans and textbooks decided by the ministry.

With regard to the club’s resources, Annabeh indicated that the instructions are clear, as the resources consist of fees that are collected from students, gifts and donations that are collected after obtaining the necessary approval for this, and what is allocated to the club from its Islamic center. The instructions also included, according to Annabeh, allowing the club to secure transportation for the children registered with it, provided that the students’ means of transport obtain the necessary licenses for this from the competent authorities, adhere to the load instructions, and have an escort on the bus.
