Today, Wednesday, Parliament Speaker Abdul Karim Al-Daghmi called on members of the Executive Office to meet next Sunday, to discuss the recurring issue of losing a quorum.
Al-Daghmi decided to adjourn the parliament session on Wednesday, due to the lack of a quorum, while he tore up papers that were in front of him, angry at the loss of the quorum as a result of a deputy leaving the session despite Al-Daghmi’s request from him not to leave.
In the morning, Representative Saleh Al-Armouti demanded that cell phones be turned off during parliament sessions, as they are a source of disturbance and confusion for the deputies.
Al-Armouti called on Parliament Speaker Abdul Karim Al-Daghmi to take action regarding cell phones, but Al-Daghmi said that “closing the phones will push the deputies out of the parliament to use the phone, and therefore we will lose the quorum.”
During the last sessions of the House of Representatives, the issue of losing a quorum was repeated, forcing the Speaker to adjourn the sessions without completing the agenda.
Recently, a quarrel erupted between a group of deputies, after starting to discuss the constitutional amendments, to develop into a fist fight, which resulted in a decision to freeze the membership of Representative Hassan Al-Riyati for two years, in a manner described as duplicity and unfairness.
The report of the work of the “Monitor” team to monitor Parliament recently showed that 25 deputies were absent when voting on the entirety of the two draft laws on the general budget and the budgets of government units 2022.
Within the framework of monitoring the parliament’s discussions of the two draft laws on the general budget and the budgets of government units 2022, the report indicated that the general budget law was approved at a rate of 70%, while the government unit budgets law was approved by 73%, and 28 deputies were absent at the moment of voting, and it spoke during discussion sessions The two bills are 107 male and female parliamentarians.
In comparison with the last 5 years, it was found that the 2022 budget was the highest in terms of approval, as the general budget for the year 2021 was approved by 62% and the 2020 budget by 57%.
