Al-Balqa Applied University loses hundreds of thousands of dinars due to rewards and abuses

The Audit Bureau revealed violations and abuses amounting to hundreds of thousands of dinars at Al-Balqa Applied University, after auditing a group of files and university accounts during the period from (1/1/2018/1/12/31/21) by an audit team affiliated with the SAI.

According to documents reviewed by “Akhbar Al-Jordan” newspaper, an amount of 44,857 dinars was disbursed, representing (50%) of the end-of-service gratuity for the former university president (Abdullah Surour Al-Zoubi) on 10/15/2017, knowing that he had previously received this award during his tenure. In the Scientific Research Fund with a value of 13,896 dinars on 10/21/2012, when he returned it on 14/08/2017 to obtain a higher reward according to his new salary scale as a university president without a legal basis.

An amount of 426,686 dinars was disbursed to a number of employees during the above period as rewards for activities and projects related to the university, which are not part of the overtime instructions, bonuses and incentives for university employees who are not members of the faculty and full-time lecturers. Abdullah Al-Zoubi on rewards of 71,300 dinars, and Dr. Saad Abu Qadis for 37 thousand dinars, and d. Khaled Al-Jaafra received 86 thousand dinars and 7,400 euros, in addition to 12 people who received amounts ranging from 4 thousand to 29 thousand dinars.

The audit team’s report stated that, by studying the files and documents related to the above rewards, it was found that the amount disbursed to Dr. Abdullah Al-Zoubi includes 10,050 dinars, which was spent according to personal checks in his name, and the rest of the amount 61,250 dinars was transferred to the university president’s trust account and then disbursed to him in the form of salary differences for one time Paying phone and fuel bills and advances without disclosing it for income tax purposes.

An amount of 10,750 dinars was disbursed on December 9, 2021 from the secretariats of the university president in the name of a beneficiary, and it was deposited in the university’s accounts on 1/29/2022 during the audit period.

Prof. Dr. Saad Abu Qadis was loaned from the University of Science and Technology to work as Vice President of Al-Balqa Applied University under a special contract that includes all bonuses, bonuses and any other legally prescribed benefits. Salary differences for the academic years (2019/2020), (2020-2021) and retroactively according to the decision of the Deans Council.

Also, 16,662 dinars, 13,800 and 2,860 dinars were disbursed to the director of internal control and his employees, respectively, as rewards as a result of their participation in executive activities and projects contrary to the internal control system.

According to the report of the Audit Bureau, there is no evidence that those concerned at the university have declared their financial disclosure in violation of the provisions of the Financial Disclosure Act.

Regarding the violations in the appointments of the faculty, the audit team found that Dr. Jawdat Jamil Al-Shaer’s contract was renewed to work as a full-time lecturer at Prince Abdullah bin Ghazi College, despite the termination of his services for 8 years in service, and Dr. Fayez Imad Al-Din Al-Sharari was contracted to work as a full-time lecturer in Ma’an University College, although the college does not need its major.

Also, bonus amounts were disbursed to be distributed to employees as authorized exchange Ammar Ahmed Abdel Aziz Al-Sulaiman, knowing that he works as the head of the budget department and is not an authorized exchange, and there are no signatures of the concerned employees indicating the receipt of the amounts mentioned in the statements.

It was found that the social security accounts at the university did not match the records of the General Organization for Social Security, and the university resulted in delay fines of 3,650,933 dinars, according to the records of the General Organization for Social Security, as a result of the university’s failure to supply the amounts owed to the institution and the university did not disclose this in its accounts and financial statements.

The documents indicated that there is a difference of 1,253,417 dinars between the total that was deducted from the employees and what was paid to the institution, and the presence of more than 13 social security accounts (screen), including 8 active accounts during the years (2020/2021) and with different balances that conflict with each other.

The additional bonus and the technical bonus were combined for a number of university employees, in violation of the salary system, and the advance of the former financial director, amounting to 6,000 dinars, related to the activities of the university and the committees of the King Abdullah II Award for Excellence, was not paid, in contrast to the university’s financial system, and a number of members of the monthly remuneration body were granted under the name of a bonus The scarcity of specialization at the time, despite the end of this feature for the (IT) specialization.

It was found that there were differences between the reports of the center and the reports of the financial affairs unit on the revenues of the consulting center, and the differences amounted to 518,214 dinars in 2019, and in 2020, 848,899 dinars.

Agreements were concluded with several parties by awarding them without going through the bidding procedures, in contravention of the provisions of the supplies and works system at Al-Balqa Applied University. The Audit Bureau called on the Minister of Higher Education and Scientific Research to correct the above-mentioned observations and deficiencies, to recover all unlawfully spent amounts, and to transfer what is related to the statements of some employees that they did not receive the full amounts disbursed in their personal names and to receive a small part of these amounts to the Anti-Corruption Authority, and to form a committee An audit with the participation of a representative of the State Audit Bureau to audit the records and records of the university for previous years.
