An official governmental study conducted by the Ministry of Justice classified the categories of crimes committed in Jordan between the years 2013-2017 in terms of their severity and size in society into 24 categories, and most of them committed abuse in all its forms, noting that most of the inmates of reform and rehabilitation centers are young people between 18- 41 years old.

According to the results of the study, 50.4 percent of the inmates of correctional centers said that the reason for their return to crime was the lack of job opportunities for them in the labor market, and 30.4 percent said that the reason was the availability of living in prison for free, while 36.4 percent explained that the reason for returning to crime is the continuation of their relationship. bad companions outside these centers, and 47.1 percent lies in the society’s lack of acceptance of them and the negative view of them after their exit, while 51.6 percent said that the reason is the absence of societal deterrence and religious scruples.

The study showed that the number of those who committed crimes during the study period amounted to about one million people, of whom 80.5 percent were males, and most of the inmates of the reform centers under study are married, and 39.2 percent of the inmates who underwent the study said that they committed more than one crime.

Work on the study, titled “Crime, Recidivism, and Confrontation Strategies in Jordanian Society,” began in mid-2018 and lasted for three years, at the request of the Ministry of Justice. A committee was formed that included 15 specialists and experts in crime and punishment from the Ministry, the Judicial Council and the Directorate of Justice. Public Security, the Ministry of Social Development, experts from Jordanian universities, and the Rule of Law Project funded by the US Agency for Development, and Penal Reform International.

The specialist in educational psychology, Dr. Rawda Al-Ramahi, told (Petra), that the motives and reasons behind individuals committing crimes or repeating them are diverse and overlapping and cannot be limited to one factor, as there are those who repeat the same crime that they previously committed, which is called “private recidivism.” And some of them commit another crime different from the previous one, which is called “general recidivism”.

She added that many recent studies have examined those factors that play a major role in the return to criminality, as they attributed some of them to factors related to the individual’s conditions before imprisonment, the events that occurred during his imprisonment, and the period after his release from prison, whether in the short term or the long .

She emphasized that one of the main reasons behind their return to prison lies in the difficulty they find in adapting to normal life outside prison, restoring relations with their families, and also returning to high-risk places.

She pointed out that other studies have found that there are psychological and social factors represented in the pressures facing the perpetrator after serving the sentence, as he is subjected to social humiliation and abandonment by the people around him, and the negative society view of him, which causes a gap between him and social integration or the so-called The stigma that constitutes a heavy social and psychological burden on him.

She stressed that the economic factor has a role in this as well, as unemployment and poverty have a significant impact on the return to crime, and this may be linked to the social factor, which is stigma, so that he does not find a place to work with, and often they have a bad work history and now have a criminal record to deal with, so the economic situation worsens , what makes him mistakenly believe that committing some crimes brings him an advantage, which is that they generate income for him, and this belief constitutes an incentive for him to repeat the criminal behavior again.

She pointed out that the legal and legislative factors for committing crimes are related to the need to update legislation and legal materials as a result of the continuous developments of life, and it has also become necessary for the legislation to keep pace with these developments.

She pointed out that the means and ways by which individuals can reduce the recurrence of more than one crime lie first in identifying the factors leading to the crime and returning to it is the important and main step, as identifying the motives for return is the first step to confront them.

Al-Ramahi stressed the need to identify the needs of this group to limit their behavior by helping them solve the problems they face, providing institutions for rehabilitation and reforming individuals, educating them and providing social and psychological care, as well as raising awareness of the harms of repeat criminal acts on the individual himself and on society, and providing them with job opportunities. After they leave the rehabilitation institutions, efforts are made to re-examine the form, type and motives of crime, and to find realistic solutions to control and reduce the spread of crime in society.

She said that the infliction of punishment achieves protection for individuals from encroachment on them and their property, and also works on disciplining and rehabilitating the criminal to become a good citizen of society.

She added, that deterrent penalties for perpetrators have a role in limiting the spread of negligent thought in the commission of the crime, while the harsher punishment for those who repeat the crime has an effective effect in reducing the possibility of repeating the crime, and is also considered as a deterrent to those who beg themselves or who are motivated by their ideas to carry out these illegal behaviors. .

Al Ramahi stated that some studies have concluded that it may be better to inflate the deterrence of repeat offenders, and that the larger fines for the first violation become enforceable, as a deterrent to not repeating the violation.

Official figures indicate that the period between 2013-2017 recorded 9,874 charges of pickpocket theft, 11 charges of bank robbery, 1,742 charges of robbery in the residence, 119 cases of theft in places of worship, and 4,701 theft of vehicle parts, components and supplies. And 117 cases of robbery on the public road at night by two or more people using violence, and one thousand and 143 cases of theft committed by the servant from the money of his employer.
