The US State Department announced that the aircraft deal was fully funded by the US government through the Foreign Military Financing Grant. In 2021, Jordan and America were bound by a joint defense agreement that provoked a great deal of controversy, as it gives in its terms “the right of the American forces to be present on Jordanian lands, the right of movement, training, storage, maintenance, entry and exit to agreed areas and the use of facilities for free.”

The agreement provides for the allocation of facilities and areas on Jordanian territory to be used exclusively by the United States, without rent, and without any interference in the affairs of those areas, so that the control of these areas is entirely for the American side.

Under the agreement, Jordan provides US forces, personnel, and contractors unimpeded access to and use of agreed facilities and areas to conduct activities including visits; training; exercises; maneuvers; transit; support and related activities; refueling aircraft; landing and towing aircraft off the runway; ship catering; temporary maintenance of vehicles, ships and aircraft; accommodation of individuals; And for free.
