A deputy describes the prison situation as “very difficult”

Representative Raed Al-Rabbaa described the situation inside prisons in the Kingdom as very difficult.

Al-Rabbaa added, during his speech on the “Pulse of the Country” program on the “Roya” channel, this evening, Monday, that the Public Freedoms and Human Rights Committee adopted, about 5 months ago, a parliamentary memorandum calling for a general amnesty, indicating that 103 deputies signed this memorandum, which means That a third of the Jordanian people demand this amnesty.

He stressed that the reason for this memorandum is the difficult economic conditions, especially the children of inmates in prisons who suffer from conditions “that only God knows.”

Al-Rabbaa added that the health situation represented by the Corona pandemic is one of the reasons for this note, pointing to the overcrowding in prisons.

He pointed out that he visited most of Jordan’s prisons, stressing the existence of overcrowding in prisons, which is between 30-40%, as recognized by the Correction and Rehabilitation Centers Department.

Al-Rabbaa pointed out that there are dormitories in rooms that accommodate between 50-60 inmates, indicating that the number of inmates in all the Kingdom’s prisons is about 19,000.

He considered that without Defense Order No. 28, the number of inmates in prisons would have reached 300,000, expressing his thanks to the government for issuing this order.

Last March, Prime Minister Bishr Al-Khasawneh issued Defense Order 28.

This order states that “to reduce overcrowding in reform and rehabilitation centers and prevent the spread of the Corona epidemic in them, and taking into account the financial and economic conditions resulting from the epidemic, I decide to issue the following defense order: First: The implementation of the debtor’s imprisonment decisions issued in accordance with the provisions of Article 22 of the Execution Law No. 25 shall be postponed. For the year 2007, provided that the sum of the sums awarded does not exceed (100000) one hundred thousand dinars.”

As stated in the defense order, “Second: The implementation of the penal provisions that stipulate the penalty of imprisonment in crimes related to the issuance of a check that does not match the balance in accordance with the provisions of Article 421 of the Penal Code No. 16 of 1960 shall be suspended in cases where the total value of the checks does not exceed (100000) one hundred thousand dinars. “.

And the defense order itself stipulated that “Third: The travel of persons covered by the provisions of items (first) and (second) of this defense order is prohibited by virtue of a decision issued by the competent judicial authority.”

As stated in the defense order, “Fourth: The provisions of this defense order shall take effect from Monday morning, corresponding to 3/29/2021, until the date of 12/31/2021. Fifth: Any text or legislation that violates any of the provisions of this defense order shall be suspended.

The defense order also stipulated that “Sixth: The Prime Minister may extend the provisions of this defense order or amend any of its provisions in light of the epidemiological situation by virtue of communications he issues for this purpose.”
