The House of Representatives voted, during a legislative session Thursday, on Article (6) of the draft amendment to the constitution for the year 2021, which allows for the deletion of a phrase that allows merging the membership of the Council of Ministers and the nation, with a number of 110 votes for approval.
And Article (6) cancels the text of Article 52 of the Constitution and replaces it with the following text to read: “The Prime Minister, the Minister, or whoever represents them has the right to speak in the Senate and the House of Representatives, and they have the right to precede other members in addressing both Houses.”
Article (52) in the current constitution states: “The prime minister or the minister who is a member of one of the Senate and the House of Representatives has the right to vote in his council and the right to speak in both chambers. As for ministers who are not members of one of the two chambers, they may speak about them without having the right to speak in them. The ministers or their representatives have the right to precede all other members in addressing the two councils, and the minister who receives the ministry’s salary does not at the same time receive the membership allowances in either of the two councils.
