MP Saleh al-Armouti warned that parliamentary governments will not exist for the next 50 years, stressing that it is unacceptable to raise the slogan of parliamentary governments without creating a constitutional environment for their existence and election.
In his intervention on the constitutional amendments, he said: We are in a state of institutions and a law that has become concerned with removing powers from the executive authority, while we had 40 previous amendments that we were proud of in the world, warning against apostasy to previous constitutional amendments.
He stressed that “if the text remains as it is, there will be no parliamentary government for 50 years, because the submitted amendments question their existence.”
He pointed out that the submitted amendments contradict Article 16 of the Constitution, and that the parliamentary representative system in which all or most of the ministers must be members of Parliament, stressing the need for them to combine parliamentary membership and ministerial position as Article 52 of the Constitution provides for cooperation between authorities.
He added: “It is reasonable under a parliamentary government for a deputy to be a minister,” calling at the same time that the government form the party that obtains the parliamentary majority, as in Moroccan law.
He stressed that the right of the deputy to be a minister must be preserved, and the constitutional texts help that, warning against arbitrariness in striking out the relevant article.
At the end of his intervention, Al-Armouti demanded: “Whoever tampers with the constitution should fear God in the homeland and the citizen.”
