Interior Minister: There is an urgent need for a new approach to the entry and residence of foreigners in Jordan

Compass – Interior Minister Mazen Al-Faraya said that the need has become urgent to adopt a new approach in managing the process of regulating the entry and residence of foreigners on the territory of Jordan.

This came during the organization of the International Center for Migration Policy Development, on Tuesday, in cooperation with the Ministries of Interior, Labor, Planning, International Cooperation, Health, the Public Security Directorate, and a number of international partners, a lessons-learned conference for the Evidence-Based Migration Policies Development Project “Management System for the Consolidation of Data Sources for Foreigners in Jordan” / The first stage”.

Al-Faraya added in his speech at the conference, that based on the role of the Ministry of Interior in developing the services it provides, the systems it operates on, and by virtue of its legal jurisdiction in the process of regulating the entry and residence of foreigners on the territory of the Kingdom, and given the regional conditions that the region has been going through recently, the need has become An urgent need to adopt a new approach in managing these files, relying mainly on the governance of migration, especially in light of the multiplicity of data sources related to foreigners, resulting from the multiplicity of parties that deal with them; This made it difficult to follow up on these foreigners,” according to the minister.

He added that the ministry adopted the project in cooperation with the security departments and relevant ministries; With the aim of unifying the sources of immigration data to reach accurate data and numbers for the numbers of foreigners in the Kingdom, so that these numbers can be analyzed in a systematic statistical manner, which enables us to formulate policies and take decisions based on evidence in a manner that achieves the supreme national interest.

The Minister praised the role of the Danish government and the International Center for Migration Policy Development for their support and significant contribution to the implementation of the first phase of this national project.

The project team confirmed that the participatory institutional work between the concerned institutions led to the formation of a national team and a steering committee composed of the concerned partner government institutions, aimed at exchanging experiences and coordination efforts among them, which later contributed to building and developing a central data system for non-Jordanian residents, and integrating data existing in the Ministries of Interior, Health, Labor, and the Public Security Directorate, in addition to developing procedural mechanisms to enhance cooperation and exchange of information and data between the concerned authorities.

During the past three years, the project was able to meet Jordan’s need for a central national system to manage the data of non-Jordanian foreigners residing in Jordan, with the aim of direct access to a unified and shared database among the relevant government agencies, which will enable policy makers to make decisions related to foreign residents based on evidence and data Updated, standardized and transparent.

The project was able to achieve several results that come within the national efforts to develop more advanced and appropriate strategies and policies for immigrants and refugees in Jordan, especially that Jordan hosts a large number of immigrants and refugees compared to the number of citizens, which constitutes an administrative and developmental burden on the Jordanian government.

On the other hand, work has been done to design and implement a series of dialogues and capacity building programs for participants in the areas of data analysis and reading and policy development, with the aim of building the capabilities of users of the system and enhancing the optimal management of the database.

The project is implemented by the International Center for Migration Policy Development, which, in its various projects and programs around the world, seeks to find a comprehensive, sustainable and future-oriented management of migration by building the capacities of relevant institutions, conducting policies and research, and managing migration-related dialogues, by working through a regional approach to create cooperation and effective international partnerships with the aim of developing migration policies around the world.

The Ambassador of the Kingdom of Denmark in Jordan, Merritt Jol, and Martin Boelm from the International Center for the Development of Migration Policies participated in the conference, through the “remote” audio-visual technology, and a number of officials and stakeholders.
