Parliament: Al-Daghmi adhered to the rules of procedure in today’s session

Media Adviser to the Speaker of the House of Representatives, Hamza Al-Akaileh, said that the Speaker of the House of Representatives, Abdel Karim Al-Daghmi, dealt with the oversight session of the House of Representatives, today, Wednesday, according to the rules of procedure, and the items related to the request for public debate.
Al-Akaileh added, in a press statement, today, Wednesday, that the Speaker of the Council included the request for general discussion submitted by 76 deputies on the Agreement of Intent, which was signed by the government represented by the Minister of Water and Irrigation with the UAE and the Israeli side, on the agenda of the session based on the provisions of Articles 131 to 134 of Bylaws of the House of Representatives.
These articles indicate that the parliamentary bloc or coalition or 15 percent of the members of the Council, or more, may submit a request to the Council to discuss any matter and public issues, and the government may request a public debate, and the request for public debate is submitted in writing to the president who He includes it on the agenda of the first following session, which is what actually happened and was included in the first items of the session’s agenda, which also included the government’s responses to 15 parliamentary questions. On the demands of some deputies that the Minister of Water not attend the parliament session, Al-Akaileh clarified that there is no constitutional text or text in the internal system that allows this, stressing that there is no parliamentary precedent during which any minister was removed from under the dome.
He said that there are constitutional means and channels on the issue of oversight over the minister or the government and the proposal of confidence addressed by the constitution in Articles 53 and 54, and that the date of the discussion session was also set by the rules of procedure within 14 days so that the government could provide its explanations and justifications, and what happened today is setting a general discussion session and not proceeding out.
He explained that Article 134 of the bylaw clarifies the mechanism of accountability of the minister, as it stipulates that those who request the public debate and others have the right to submit confidence in the ministry or the ministers after the end of the public debate, taking into account the provisions of Articles 53 and 54 of the Constitution.
