The Head of the Women Empowerment Committee in the Royal Committee for the Modernization of the Political System, Samar Al-Hajj Hassan, indicated that the formation of the Women’s Empowerment Committee in the Royal Committee came to enhance women’s participation in political life and enable them to actively participate, by making direct recommendations for election laws, parties, local administration and related matters. Constitutional amendments, which require the consensus of the members of the committee’s general body, which includes the various spectrums of society, in line with the values of society, its Arab and Islamic identity, and the provisions of the constitution.
Hajj Hassan addressed the most prominent recommendations that came out of the committee, which aims to enhance the political participation of women, raise the percentage of their representation in the House of Representatives through the electoral system, thus expanding their opportunities to reach Parliament, whether through the proposed general partisan list or individual seats within the proposals related to the electoral law, and removing What it described as discriminatory texts against women in the election law, and the absence of a requirement to resign from a public office to run for elections and to be satisfied with obtaining an unpaid leave, in addition to provisions related to the party financing system, and other provisions related to women in the parties law, given that activating women’s participation in Party life is the way to enhance its participation in political and public life, and a number of recommendations related to the local administration law and the percentage of women’s representation in local administration councils and the need to activate local councils, in addition to recommendations related to the constitution and the need to achieve equality for women, equal opportunities and fair representation.
For her part, a member of the Royal Committee for the Modernization of the Political System, former Minister Reem Abu Hassan, pointed to the active role of women in the Royal Committee and the interest in the outputs of the Women Empowerment Committee by the rest of the committees concerned with electoral laws, parties, local administration and constitutional amendments, stressing the need for women’s efforts to create appropriate conditions. With her active participation in public and political life, where Abu Hassan praised the role of the Islamic Action Front party in political participation, and its presentation of women as leaders and candidates, and the women it presented to the country in the parliament, which had a distinct role in parliamentary work.
Abu Hassan considered that there is a politicization of women’s rights, a confusion of concepts of equality and discrimination in society, an examination of women’s concerns, the lifting of the injustice inflicted on them at times, the defense of their rights guaranteed by religion and the constitution, and the achievement of equal opportunities, while stressing that the state is always working to modernize its system. political, and achieving national consensus to reach the required reform

Darawshe also considered that setting the percentage of women’s representation to be 30% should take into account the eligibility and efficiency criteria for women included and beneficiaries of the required quota ratio, which calls for determining standards of competence, ability and qualification according to specific conditions and criteria, and prioritizing the public interest of society over the private interest of its members, and the need to include The clause “Deterring any discrimination” provides a clear definition of the concept and type of discrimination against women in detail; Therefore, this text can be misused in legislation and application.
She stressed that the clause “adopting the media discourse with frank and bold messages” is a negative prohibition in not taking into account and respecting the culture of society in the media; This is negative for the goal of preserving and respecting the national and cultural identity of citizens. She also emphasized that the philosophy of the law is to respect, express and reflect the societal culture and not contradict it. Rather, culture is one of the sources of law and the constitution and must be taken into account when enacting laws, according to law and constitution experts.
