Krishan reveals the most important developments on “municipalities and decentralization”

Today, Thursday, Deputy Prime Minister and Minister of Local Administration, Tawfiq Krishan, revealed the most important developments related to the municipalities and decentralization bill for the year 2021.
Krishan said in press statements that the House of Representatives will discuss the municipal bill this week, pointing out in this regard that the joint parliamentary committee (legal and administrative) approved the bill, while a system will be issued to determine the number of provincial council members after the law is approved by the House of Representatives.
In previous statements to the Chairman of the Joint Parliamentary Committee, Dr. Muhammad Al-Hilalat, the committee approved the draft law after making several necessary amendments to it, adding that the recommendations and proposals submitted to the committee during the dialogue meetings held with civil society institutions and official bodies were taken into consideration. And the people, experts and specialists in local administration, municipalities and provincial councils, which aimed to reach a draft law that meets the aspirations, and enhances the work of municipalities and decentralization in the provinces in various aspects of services and development.
Al-Hilalat added that the amendments that were made were in line with the procedures aimed at enhancing the participation of citizens in decision-making and the implementation of decentralization by transferring some of the powers of the center and the functions of the administrations to the governorates, in addition to strengthening the complementary role between the provincial and municipal councils, and to define the tasks and powers of the governorate, executive and municipal councils. .
It also included differentiating the tasks and powers of the municipal council from the tasks and powers of the governorate council, and establishing an institute to train and develop the skills of heads and members of governorate and municipal councils and their employees and users, and to involve representatives of the industrial, commercial, agricultural and women’s sectors in the governorate councils.
