Entry into force of Defense Order 32 on the work of non-vaccine recipients

On Thursday, Defense Order (32) of 2021 entered into force, which regulates the work of individuals in public and private sector facilities and some professions. who have not received the coronavirus vaccine.

The defense order requires every employee in the public sector who did not receive the first dose of the Corona vaccine, or missed the date of the second dose, to bring a negative (PCR) examination with a result that is valid for a period of 72 hours on Sunday and Thursday of each week and hand it over to his immediate superior in his department.

According to the order, a public sector employee who violates the provisions of paragraph (1) of this clause is not allowed to join the work, and the days in which he is not allowed to work shall be deducted from his annual leave balance, and if he exhausts his annual leave balance, those days shall be deducted from his salary and allowances.

It is prohibited to issue any work permit or renew the annual residence to anyone who did not receive the first dose of the Corona vaccine or missed the date of the second dose.

At the level of public transport, every driver of a public transport vehicle who did not receive the first dose of the vaccine or missed the appointment for the second dose must periodically conduct a PCR examination, provided that he has, while working on the vehicle, a negative PCR examination certificate, the result of which has not passed for a period of time ( 72) hours.

Anyone who violates the provisions of paragraph (1) of this clause shall be punished with a fine of no less than (100) dinars and not more than (500) dinars, and in the event of repetition, he shall be punished with the maximum fine.

– Directive to tighten control –

Prime Minister Bishr Al-Khasawneh directed all ministries, institutions and public bodies to tighten control over the implementation of defense orders and instructions issued thereunder, especially what was stated in Defense Order No. (32) of 2021.

At the level of educational institutions, every faculty or administrative staff member or student in any of the higher education institutions who did not receive the first dose of the vaccine or missed the appointment for the second dose must bring a negative PCR examination valid for 72 hours on Sunday and Thursday of each week and handed over to his direct superior for a faculty or administrative staff member and to the dean of the college or his representative for the student.

A faculty or administrative staff member who violates the provisions of paragraph (1) of this clause is not allowed to join the work, and the days in which he is not allowed to work are deducted from the balance of his annual leaves, and if he exhausts the balance of his annual leaves, those days are deducted from his salary and allowances. Entry to the university campus violates the provisions of the same paragraph, and his absence from lectures is considered an absence without an excuse.

A member of the teaching and administrative staff in educational institutions who did not receive the first dose of the vaccine or missed the appointment for the second dose must bring a negative PCR test that is valid for 72 hours on Sunday and Thursday of each week and hand it over to his immediate superior.

A member of the teaching or administrative staff who violates the provisions of paragraph (1) of this clause is not allowed to join the work, and the days in which he is not allowed to work shall be deducted from his annual leave balance, and if he exhausts his annual leave balance, those days shall be deducted from his salary and allowances.

Educational institutions and higher education institutions that violate the provisions of the previous two articles of this defense order shall be punished with a fine of no less than (1,000) dinars and not more than (3000) dinars.

Workers in private sector establishments who did not receive the first dose of the vaccine or missed the appointment for the second dose must bring a negative PCR test that is valid for 72 hours on Sunday and Thursday of each week.

A facility worker who violates the provisions of Paragraph (1) of this clause shall not be allowed to join the work, and the days in which he is not allowed to work shall be deducted from his annual leave balance, and if he exhausts his annual leave balance, those days shall be deducted from his wage.

The facility that violates the provisions of item VII shall be closed for one week if the violation is for the first time, and for two weeks in the event of a repeat violation.

– Free examination –

Under Defense Order 32, all persons who are obligated to conduct a corona examination are allowed to conduct the examination at the examination centers of the Ministry of Health, free of charge.

The provisions of sections of Defense Order 32 shall be effective as of August 5, 2021, and the provisions of the articles in educational institutions of Defense Order 32 shall apply as of August 15, 2021, but the provisions shall apply to workers in the private sector as of the first of next September.

The Prime Minister may extend the provisions of Defense Order 32 or amend any of its provisions in light of the epidemiological situation by virtue of communications he issues for this purpose.

The Prime Minister issued a defense order (32) on July 17, to be implemented starting tomorrow, Thursday, as he issued the first defense order due to the Corona pandemic No. 13 of 1992 on 3/18/2020.

Dental clinics

And the Minister of Health, Firas Al-Hawari, circulated the necessity of obligating the auditors of dental clinics in the directorates and hospitals affiliated with the ministry, to present a certificate of obtaining the Corona vaccine, or to conduct a negative (PCR) examination, as of August 5.

The circular emphasized that the certificate of the vaccine should be for two doses, and a period of no less than two weeks has passed from the date of the second dose, and that the period for conducting a PCR examination should not exceed 72 hours for those over the age of eight.

The circular excluded emergency cases that could not be postponed.
