The task of the Libyan Prime Minister, Abdel Hamid al-Dabaiba, does not seem easy, nor is his path paved with roses in his relentless endeavors to heal the rift and achieve national reconciliation, and to hold elections on time at the end of the year, especially after the failure of the Consensus Committee emanating from the Libyan Political Dialogue Forum to reach a consensus formula on the rule of law. Since the middle of last March, the Libyan file has witnessed a major breakthrough, especially after the handover of an elected transitional authority, which includes a unity government and a presidential council, and the main task entrusted to it is to complete the mission of elections, with a law and a constitutional rule that everyone agrees on.
Compatibility on elections is the beginning of stability
Despite what seem to be initial successes on the ground in achieving stability and paving the way for a successful dialogue about the elections, especially after opening the coastal road and silencing the guns, the task of the “Consensus Committee” seems to be obstructing until this moment in order for all parties to reach a satisfactory formula on the electoral law.
The Consensus Committee emanating from the Libyan Political Dialogue Forum called on the UN mission to refer 4 proposals to the forum, after it failed to reach a consensus formula on a constitutional basis for organizing the elections to be held on December 24.
A statement published by the United Nations Support Mission in Libya said, “The members of the committee acknowledged that all possibilities for reaching a compromise on one proposal had been exhausted, and therefore requested the mission to refer the four proposals to the plenary session of the dialogue forum for consideration and decision.”
The committee agreed on “a mechanism for voting expected by the forum on one proposal or proposals, and the voting mechanism that was submitted along with the proposals will be presented to the plenary session of the forum.”
Previously, “three committees were assigned to prepare a constitutional basis for the elections, which are the joint committee between the House of Representatives and the Supreme Council of State, and the Legal Committee and the Advisory Committee emanating from the forum without reaching conclusive results, and the Consensus Committee was the fourth committee,” according to the statement.
Members of the Libyan Political Dialogue Forum in Geneva had unanimously agreed on the formation of the “Consensus Committee” consisting of 13 members.
The committee is specialized in discussing the proposals submitted regarding the constitutional basis on which the parliamentary and presidential elections scheduled for December 24 will be held.
The opening of the coastal road is positive but
No matter how much optimism is about the opening of the coastal road, which is the artery of Libya, and all parties welcome this, many of the outstanding issues must be resolved quickly, especially the “mercenary file,” especially the Russian mercenaries, which contributes to escalating the scene and impeding the negotiating parties’ access to real solutions that restore stability to Libya. .
The Prime Minister of the Government of National Unity, Abdel Hamid al-Dabaiba, welcomed the move to open the coastal road and considered it a new step in building and unification, waiting for retired Major General Khalifa Haftar to prove the sincerity of his intentions and statements in which he said that “the just and comprehensive peace that the Libyans aspire to, will not be achieved unless all forces leave.” Foreign mercenaries and mercenaries leave Libya unconditionally sooner rather than later,” he added, adding: “We congratulate the Libyan people for opening the coastal road.”
The Director of the Libyan Center for Research and Development, Al-Senussi Bisikri, expressed in an article for him in the newspaper “Arabi 21” his understanding of Haftar’s statements, saying: Perhaps in light of this turbulent international climate, we understand Haftar’s welcome to open the coastal road and its identification with the international demand to expel mercenaries from the country.
Bisikri added, “The real test of Haftar’s position and his statement will be the occurrence of an important development in his attitude towards the Russian mercenaries. Perhaps Haftar is unable to expel them, but he will be more clear in his position on their presence in his areas of influence.”
Haftar continues to obliterate his crimes for the sake of the presidency
But mere statements do not prove the sincerity of intentions, as the smoke rising from the mercenaries’ guns on Libyan soil indicates that retired Major General Khalifa Haftar, whose “permanent residence in the Jordanian capital Amman” is confirmed by informed sources, has his plans and agenda, which is actively seeking to whitewash its pages before reaching the elections. He aspires to reach the presidency of Libya, which is not surprising given that Arab and international parties continue to support him in an unparalleled manner with money and weapons.
And if an American court cut off Haftar’s way that he cannot enjoy the immunity of a head of state in the cases in which he is being tried, the US State Department has another opinion in ignoring the matter when it comes to Haftar.
Judge Leonie Brinkema said she had consulted the State Department on the case twice under Presidents Donald Trump and Joe Biden, and the State Department had chosen not to intervene on both occasions.
Haftar, who holds dual US and Libyan citizenship, faces allegations of murder and torture in Libya.
The lawsuits demand millions of dollars in damages that can be recovered from the properties of Haftar and his family in Virginia.
All of the above will not deter Haftar from moving forward in his quest to reach the presidency and leadership of Libya, even if he is forced to liquidate his opponents and friends.
A strategic expert said that retired Major General Khalifa Haftar is carrying out assassinations and liquidations among his militia leaders, in an attempt to obliterate evidence of his involvement in war crimes committed in the capital, Tripoli, Benghazi and other regions of the country.

The meeting of Dabaiba and Haftar and the emergence of young Gaddafi

In turn, the Libyan writer Abdullah Al-Kabeer underestimated in an article the importance of the emergence of “Little Gaddafi” Saif Al-Islam Gaddafi, stressing that it will not have any impact on the Libyan political scene.
He said that the most important impact of the emergence of “Little Gaddafi” is the effect of this return on the political scene, and the position of the remnants of his father’s regime supporters from his desire to return to political life, and his presentation of himself as a potential president for Libya in the next stage through the elections portal.
