The Parliamentary Administration stresses the necessity of activating the work of the internal control units

The Parliamentary Administrative Committee, during its meeting, today, Wednesday, in the presence of the heads of the Audit Bureau, Assem Haddad, the Civil Service, Sameh Al-Nasser and a number of directors of internal control units, discussed ways to support and enhance the work of internal control units in public institutions.
Committee Chairman Dr. Ali Al-Tarawneh stressed, during the meeting, the necessity of activating and strengthening the work of internal control units in institutions, because they are the first line of defense for public money.
He added that the oversight units are an oversight arm of the Audit Bureau in institutions and departments, pointing to the importance of providing the means that enable them to perform their duties efficiently and without interference from any party.
The directors of the internal control units made a number of demands, the most important of which are: amending the legislation regulating the work of the internal control units to ensure their complete independence, protecting their cadres and providing them with incentives by increasing their technical allowances and providing the required support to rehabilitate and train their cadres, and the need to open the door for communication and dialogue to develop the internal control system with all Relevant authorities such as the Ministry of Finance, the Integrity and Transparency Commission, and the Civil Service Commission.
Haddad, for his part, indicated that the Audit Bureau is following up on developments and practices related to international standards of control, pointing out that some standards have conditions that are not matched by our control systems.
Regarding the demands of the managers of the supervisory units, Haddad affirmed his support for increasing their technical bonuses due to the nature of their work, which is not without some difficulties, in addition to the necessity of subjecting them to specialized courses to be able to obtain professional certificates.
With regard to the specializations that operators of the position of manager of the administrative unit must have, Haddad made it clear that he must be a specialist in the fields of administration, finance and law.
Al-Nasser stressed, for his part, the necessity of linking the oversight units to the minister, because he is the one who bears the responsibility before the House of Representatives regarding his ministry.
With regard to the technical bonus for the administrative control employees, Al-Nasser explained that their bonus amounted to about 70 percent, which is one of the highest bonuses granted.
At the end of the meeting, the Administrative Committee made a number of recommendations, most notably the importance of strengthening the role of the Audit Bureau and its branches in state institutions without interference or pressure so that this supervisory body would be the master of itself in making its decisions, and that oversight should include the technical, administrative and financial aspects so that the reports would be comprehensive, in addition to providing protection For employees of control units through independence because lack of independence conflicts with control and leads to job insecurity.
