Parliamentary dispute over the composition of the provincial council in the draft law on municipalities and decentralization

The Joint Parliamentary Legal and Administrative Committee has begun approving the articles of the Municipalities and Decentralization Draft Law for the year 2021, after making the appropriate amendments thereto.
This came during the committee’s meeting, today, Wednesday, headed by Deputy Dr. Muhammad Al-Hilalat, and in the presence of Deputy Prime Minister and Minister of Local Administration Tawfiq Krishan, Minister of State for Legal Affairs Mahmoud Kharabsheh, and Secretary-General of the Ministry of Local Administration Eng. Hassan Mhaidat.
Al-Hilalat said that the committee began discussing and approving the articles of the project after a series of meetings, fruitful dialogues and discussion sessions with various bodies, institutions, experts and specialists, with the aim of listening to their views and proposals, leading to the adoption of a consensual law that serves the public interest, enhances popular participation in decision-making, and achieves the advancement of the development aspect. and servicer.
He pointed out that the committee approved the first and second articles of the draft law, while postponing the adoption of the third article until a comprehensive vision is developed around it that serves the goals of the law, adding that the committee is keen to adopt all opinions that are in the interest of the law.
Al-Hilalat indicated that the committee amended the name of the draft law to become the law of local administration, instead of the law of municipalities and decentralization, based on proposals that the committee concluded after the marathon of meetings.
The committee also approved the second article related to tariffs, as mentioned in the draft law, as these definitions included “the ministry, the minister, the governorate council, the executive council, the administrative governor, the municipal council, the mayor, the director, the authority, the board of commissioners, the service administration, the person in charge, Resident, voter.
While there was a deep discussion about the third article, paragraph (a), related to the formation of the provincial council, which, according to the draft law, consists of secretly and directly elected members whose number is determined, the division of electoral districts in each governorate and the number of seats for each district according to a system issued for this purpose, as well as from heads Municipalities of provincial and district centers, Deputy Mayor of Amman for the Capital Governorate Council, a member of the Board of Directors of the Chamber of Commerce, a member of the Board of Directors of the Chamber of Industry, a member of the Farmers Union branch, and a member of the Board of Directors of the Voluntary Foundation for the Reconstruction of the City.
During the meeting, Representatives Ghazi Al-Thneibat, Fayez Basbous, Saleh Al-Wukhyan, Muhammad Jaradat, Imad Al-Adwan, Suleiman Al-Qallab, Zaid Al-Otoum, Yazan Shdeifat, Majdi Al-Yaqoub, Rashid Al-Shouha, Ramzi Al-Ajarmah, Abeer Al-Jabour, Muhammad Abu Sa’ilek, Zuhair Al-Saeedin, Firas Al-Ajarmeh and Abdullah Abu Zaid, Dirar Al-Harasis and Ali Al-Ghazawi spoke about the necessity of achieving the highest levels of consensus. Regarding the articles of the law and coming up with a law that fulfills the hopes and aspirations of the people and enhances their participation in decision-making.
The views of the audience about the composition of the provincial council varied, as some deputies demanded that the council be fully elected and exclude appointments and mayors of municipalities, while other deputies demanded to keep appointments and mayors of municipalities to enrich the council and achieve cooperation and integration that enhances the service and development aspect.
Krishan said that the government looked at the decentralization experience in depth and sought, through this project, to serve the country and the citizen by addressing all previous gaps and imbalances, and preventing conflict and conflicting powers between municipalities and provincial councils.
Krishan stressed that the presence of representatives from the Chambers of Industry and Commerce, the Farmers Union, the Reconstruction Council and mayors of municipalities will have positive repercussions on the development and service role, and contribute to the establishment of development projects that reduce unemployment rates.
