Al-Masry: New factors will lead to a ministerial change
Al-Anani: The economic situation determines the survival of the government
Al-Abadi: Changing the government or keeping it has nothing to do with the royal committee
Predictions spread among political circles about the departure of the government of Dr. Bishr Al-Khasawneh by next September, coinciding with expectations that life would return to normal in Jordan and overcome the most difficult chapter of the Corona pandemic.
But other predictions indicated that the royal commission to modernize the political system extended the life of the government; Because the committee is expected to come up with draft laws on elections, parties, and decentralization, to be adopted by the government and presented to the House of Representatives and run in accordance with all legislative stages.
In addition, experts in the political affairs indicated that it is not possible to predict the decision to change the government or not in the current period, especially since the decision is in the hands of His Majesty King Abdullah II, pointing out that there are a number of factors that will decide the fate of the government in the period coming.
Al-Masry: New factors will lead to a ministerial change
The former Prime Minister, Taher Al-Masry, said that the media and society talk a lot about the issue of the ministerial reshuffle and what is related to the affairs of ministries, as changing governments has become an expected and natural matter within months, and there are no “big surprises” on this subject, which takes the time of ministers and society. Long hours and days to talk about him and no one has the information or the decision that he can search with.
Al-Masry indicated in his speech to the electronic newspaper “Akhbar Al-Jordan” that, in terms of logic, the royal committee will finish its tasks at the end of next September or the beginning of next October, and its outputs will be handed over to His Majesty, to refer them to the government, which in turn will The outputs are submitted to Parliament.
He continued, that the government may change some of the outputs of the committee; Because the House of Representatives is “the master of itself” in this matter, which is very likely, but there will be no radical change except as a result of this committee. If it comes up with something important or acceptable and in which it presented the election law, or real procedures were prepared in the Jordanian structure, then it is expected to happen. A deeper change than before.
Al-Masry pointed out that there are circumstances in Israel and the Palestinian National Authority, and the visit of His Majesty the King to America and the tripartite relationship between Egypt, Jordan and Iraq are all new factors that will lead to a ministerial change, but the government must be different from the previous one in order to be able to pass the recommendations of the committee, He added that the country is going through a major crisis and should take drastic action to improve the financial and political situation and so on.
He explained, that the basis for the change is the outputs of the committee, and the depth of the change that it prepares in its recommendations. To receive outputs and create and implement laws.
Al-Anani: The economic situation determines the survival of the government
For his part, the former Deputy Prime Minister for Economic Affairs, Dr. Jawad Al-Anani, stated that he does not believe that His Majesty the King, before forming the committee, was thinking of changing the government. His Majesty usually gives the government a deadline of more than 8 or 10 months since its formation, and the period that coincides with the end of the committee. The commission’s work is considered short to relieve the government of its duties so quickly.
Al-Anani added in his speech to the electronic newspaper “Akhbar Al-Jordan” that if His Majesty the King does not want the government to continue, it is likely that he will not allow it to amend the last amendment that he obtained, especially since the amendment included several ministries and transfers between ministers, and this is an indication that His Majesty wants to It gives the government a longer chance than might appear to some observers.
He explained that the decision to form the committee was not made by the government, but was issued directly by His Majesty the King without a placement from any other party, and it is a royal will independent of the recommendations that may come from parties other than the royal court. Therefore, the work of the committee is independent of the government, and any government that is responsible must take the product of this committee and present it to Parliament as a government project, unless it turns out that there are contradictions or difficult points of controversy.
And Al-Anani indicated that, according to what is inferred from the royal will, the government in this case is not the one who will intervene, and it cannot change the proposals and bills proposed by this committee except when absolutely necessary, meaning that the government will take and study these proposals, if it finds something extraordinary. Working to amend it in agreement with the committee.
He continued, that it is most likely that the government – whatever it is – is not directly related to these legal projects, but the government that will be present when these projects are presented in the form of laws to the House of Representatives will be the one that will defend them before the House, and in this case the question arises: Is anyone supervising the projects? Preparation of laws is who will be the prime minister?
Al-Anani said that the current government may be the one who defends the bills; Because if the current government remains, it will originally discuss and approve the bills, and it will send them to the House of Representatives, and if it sends them to the House, the bills will become its own and not another government; Therefore, it defends it, and all that was mentioned are possibilities.
He pointed out that the expectations that the government may leave in the month of September have several reasons. This month is considered a milestone; As the regular session of Parliament approaches, the pandemic is likely to be overcome, and the situation requires change, there may be a political phase that requires change.
Al-Anani explained that the political stage comes in light of His Majesty’s visit to Washington, what is happening in the tripartite dimension with Iraq and Egypt, and the expectations that there will be a new Israeli government, and the circumstances may be different and all must be studied, and then His Majesty the King decides what he wants from the government, and if The current government was able to continue, it will continue, otherwise it may be modified or changed.
He pointed out that His Majesty the King has assigned the current government to develop an economic program to save and stimulate the economy for a period of two years. The delivery date of the program may coincide with the end of the 100 days granted to the committee to end laws, and here there are two entitlements for the government; The first is the entitlement to pass the laws proposed by the Political Reform Committee.
Al-Anani added that the other benefit is the start of implementing the economic stimulus plan, and this may be a sign that His Majesty the King gave the government a period of two years to implement the economic program, and this is a possibility or a question that there is no clear answer to, from here, the predictions of the government’s departure may not be in The month of September next minute.
He added, that the government’s life may extend to the end of the next parliamentary session – at the very least -, at which time the laws will have passed in full, the government will have started implementing a stimulus economic plan, and the political conditions will have changed and its direction will become clearer, and these may be factors that make His Majesty the King decide change of government.
He referred to another case that might call for governmental change, which is the economic situation. If things remain economically without tangible improvement, there will be demands for change. Because the economic situation is difficult and getting more and more difficult, and this factor can decide matters more than other political dates and benefits.
Al-Abadi: Changing the government or keeping it has nothing to do with the royal committee
As for the former Deputy Prime Minister, Dr. Mamdouh Al-Abadi, he said that the Royal Committee for the Modernization of the Political System includes experts in election laws, parties and local administration, and they are trying to write a draft of these laws to submit to the government, and if the government considers these amendments important, it will work to make them, but if The government did not find anything important, as it has the constitutional authority not to make these amendments.
Al-Abadi continued in his speech to the electronic newspaper, “Akhbar Al-Jordan”, that if the government adopts an amendment to the parties and elections bills, it sends it to the House of Representatives, and the constitutional authority of the Council to accept, amend or reject the two bills; Therefore, the decision to change the government or not has nothing to do with the Political Modernization Committee.
He added, that the change of government takes place with the conviction of the decision-maker that this government has been exhausted through its performance and that there is a need for a new government; Therefore, we must wait a while to see what the committee will come up with, expressing his hope that the committee will produce a good product, and exert the expected effort from its trusted members, and wondering whether the state, with all its components, will accept the amendments recommended by the committee, be convinced and adopt them or not.
Al-Abadi indicated that if the political elites are convinced of the amendments, they will support them before the government and the House of Representatives, whether the government changes or remains. Changing the law on parties in the required form through the report that the committee will present is a ground for the future of the upcoming elections and changes to the next government, noting that the transition to parliamentary governments needs parties It has real power in the street, and building and establishing parties in the way that Jordan aspires to take place takes many years.
He pointed out that 99% of Jordanian politicians are not affiliated with parties; They are not convinced that they can obtain a seat in the House of Representatives or the position of a minister or secretary-general of a ministry through the parties, despite the existence of a law for parties 20 years ago and the existence of a law for parties, stressing the need to radically reconsider the law of parties, as it is more important than the election law, and the need to preserve On integrity and engineering elections, without that all laws have no value.
It is noteworthy that a royal decree was issued on the twelfth of last October, approving the formation of the new government, headed by Dr. Bishr Al-Khasawneh, and a royal decree was issued, approving the making of 3 amendments to the Khasawneh government in the period between 2- 12-2020 and 3/29-2021.
A Royal Decree was issued, on the tenth of June, to form the Royal Committee for the Modernization of the Political System of 92 members, headed by the former Prime Minister, Al-Ain, Samir Al-Rifai, while the writer and political analyst, director of the Jerusalem Center for Political Studies, resigned from its membership. Oraib Al-Rantawi, against the background of an article he published that sparked controversy among political circles.
His Majesty directed the committee to draft a new election law and a new draft law for political parties, and to consider constitutional amendments that are legally related to the two laws and parliamentary work mechanisms.
From the Royal Commission, an executive office and 6 sub-committees emerge; It is the Election Committee comprising 20 members, the Parties Committee comprising 22 members, the Local Administration Committee comprising 22 members, the Youth Empowerment Committee comprising 12 members, the Women’s Empowerment Committee comprising 14 members, and the Constitutional Amendments Committee comprising of electoral laws, parties and parliamentary mechanisms, comprising 11 members.
In addition, His Majesty the King affirmed, “The political track must coincide with another economic and administrative track,” noting that he “directed the government to develop a clearly defined economic program within weeks, linked to specific time periods for its implementation.”
